Dr. Cindy Allen receives Elmer B. Cottrell Award

LOCK HAVEN — The Pennsylvania State Association for Health, Physical Education, Recreation and Dance (PSAHPERD) has named Dr. Cindy Allen as the 2017 recipient of the Elmer B. Cottrell Award, which is PSAHPERD’s highest award.

Cindy is a graduate of Lock Haven University and obtained both her M.Ed in Curriculum and Instruction and Ph.D in Health Education from Pennsylvania State University. Most recently she completed a Superintendents Letter of Eligibility from California State University of PA.

Cindy began her teaching career at the high school level in Jersey Shore School District followed by teaching at the elementary level for 11 years as well as serving as Curriculum Director K-12 in Keystone Central School District. While at the elementary level, she was asked by the administration to teach human sexuality/family life to all 3, 4, 5, and 6th grade students, in all of the 12 elementary schools.

This past May, she recently retired from teaching at Lock Haven University where she had been teaching for over 22 years. Her teaching and administrative responsibilities at the university were numerous. Her primary responsibility was in teaching undergraduate methodology courses to health and physical education majors as well as teaching graduate level courses in the Masters of Teaching and Learning and in the Master’s in Health Science. She also served as LHU’s Director of Student Teaching and supervised student teachers internationally in Australia and Ireland. She recently served the University as the Team Leader for the NCATE/CAEP unit (all teacher education programs). She has been extremely active in her service to the University, the Department of Health and Physical Education and the Department of Health Science as well as to her community at large.

Dr. Allen has authored numerous articles and has presented many professional development sessions nationally, regionally, state-wide, and locally. She served as Pennsylvania’s Health Education Assessment Project coordinator for eight years and trained health educators in the assessment of their students. For several years, Cindy served as the lead instructor for Pennsylvania’s Governor’s Institute providing professional development opportunities for health educators across the state. Presently, Cindy is working with the Pennsylvania Department of Education to create and revise the state-wide Health & Physical Education Academic Standards.

Cindy’s service to PSAHPERD has been extensive. She served in several positions in the Association, some of which include: President, Executive Board, and Vice President (Elect, President, Past) for Health three times, Awards Chair, Nomination Chair, Grassroots Committee, Structure and Function, and most recently as Chair of the Executive Director Search Committee. She received a grant on behalf of PSAHPERD for the President’s Youth Fitness Program and through her leadership writing the grant, Pennsylvania was named the top state in the U.S. for the grant’s creativity and innovation in the way the grant was implemented. For the past three years, she has served on PSAHPERD’s Advocacy Steering Committee, has attended the Speak Out for Healthy Kids Day in Harrisburg, and served as the emcee for the press conferences. Cindy has also been an active member of our SHAPE America Eastern District where he has served Chair of the Nomination Committee and on the Council for Conventions.

Dr. Allen is also active in our national association, SHAPE America where she is presently on the Nominations Committee, serving as the Lead on the HEAP Task Force, and working with SHAPE America as they are working on a standardizing a national assessment for Health and Physical Education.

Cindy was selected for the Education and Policy and Leadership Fellowship (EPLC) for the year 2015-16 and during the fellowship attended the War College in Carlisle and met with legislators in Washington D. C and Harrisburg. She also attended the EPLC and Pennsylvania School Board Association workshop for school board members.

For her commitment and dedication to PSAHPERD and to the profession, Cindy has received numerous awards, honors, and recognitions, Eastern District Professional Honor Award, PSAHPERD Professional Honor Award, Lock Haven University Distinguished Educator Award, and as PSAHPERD’s Elementary Health and Physical Education Teacher of the Year and PSAHPERD’s University Health Teacher of the Year.
