Woodward supervisor fined by Ethics Commission

LOCKPORT — Brian J. Hoy, an elected supervisor of Woodward Township, has violated the state Ethics Act, according to the Pennsylvania Ethics Commission.

Following an investigation, the commission has ruled that Hoy “participated in actions of the township board of supervisors resulting in the hiring of his son for a paid position with the township.”

The commission also ruled that Hoy voted for the wages his son was paid.

Hoy’s teen-age son, Kevin, worked as a summer employee in 2016.

But Hoy and ex-Supervisor Clyde Glossner both said the supervisor did not vote to hire his son.

Glossner was supervisor board chairman at the time of Kevin’s employment.

Supervisor Hoy said the Ethics Commission’s statement refers to his vote for the township budget, which listed the summer employees by name.

And, Hoy voted to approve the township bills each month, and those bills included payment to those employees, including his son.

The Ethics Commission ruling also lists other violations by Hoy.

He did not disclose “any and all” income on required statements of financial interests filed for 2013 and 2014 and did not disclose “any and all office, directorship or employment” on the statements filed for the years 2011 through 2014. He also failed to “maintain a filing” of a statement of his financial interests for 2015.

Hoy said, “The ethics forms are very confusing. We have rectified all of that. We have talked to them, and about 80 percent of the people do not fill the forms out correctly… but those are all rectified and satisfied.”

Hoy and the Ethics Commission have reached an agreement in the case.

Hoy agreed to pay $600, plus $100 toward the costs of the investigation and prosecution by the Ethics Commission.

He also was to file “complete and accurate” amended statements of financial interests for the years 2011 through 2015.

Hoy said he paid the fines and submitted the statements by the Feb. 4 deadline.

According to the Ethics Commission, this would close the case.

The Ethics Commission did not return a phone call by press time.
