County approves bid for new shower stalls at prison

LOCK HAVEN — The Clinton County Commissioners opened Request for Proposal bids on three separate county projects last week and on Thursday they took final action approving those items.

The projects include the installation of new shower stalls at the Clinton County Correctional Facility, roof units at the county’s Garden Building, and a pavilion to be built outside of the Piper Building.

A request for proposal (RFP) is a document that solicits a proposal, often made through a bidding process, by an agency or company interested in procurement of a commodity, service, or valuable asset, to potential suppliers to submit business proposals

The shower stalls will be installed by Frigo’s at the cost of $357,847.38.

The roof units will be constructed by Bechdel Plumbing and Heating, at the cost of $36,890.

Bryertech offered the lowest bid on the pavilion outside of the Piper Building, at the cost of $24,847.

Commissioner Robert “Pete” Smeltz said that the pavilion would be used by Children and Youth services, along with Penn State Agriculture Extension, the Conservation District and other row offices.

Community member Kevin Ferrara argued that the cost of the pavilion was “wasteful” and it was irresponsible not to consider using a work release program or probation individuals for free man power to lower the costs.

In other agenda items:

∫ The hiring of Hope Oishi as SLIP (State-Local Internship Program) intern, effective May 21, 2019 was approved. Her rate of salary has been set at $10.35 per hour, not to exceed 375 hours, effective May 21, 2019.

∫ The board also approved the transfer of IV-D Funds from the IV-D checking account to the IV-D restricted account in the amount of $14,162 for incentives for the quarter ending Dec. 2018.

∫ The payment of county bills in the amount of $562,279.75 for the period ending May 23, 2019 was also approved.

Bill invoices over $10,000 included:

∫ Payment of $38,217.18 to the Clinton County Housing Coalition for ESG 2017 invoice #9 and 2018 invoice #2.

∫ Payment of $18,000 to DAECO for the parking lot at the train station for the Bald Eagle Valley Trail.

∫ Payments of $113,287.01 and $14,504.12 to M&T Bank for FICA/payroll taxes and PA state taxes.

∫ Payment of $48,909.25 to WellPath, LLC for medical services at the Clinton County Correctional Facility.

∫ Payment of $10,250 to Western Clinton County for 2019 allocation.
