KCSD passes items through consent agenda

MILL HALL — At last week’s Keystone Central school board voting session, the board got its first read of Policy No. 248 and 249 regarding bullying, cyberbullying and unlawful harassment.

And while those items will be voted on at the next board meeting on Thursday, Sept. 5, there were several items on the consent agenda that passed via unanimous vote. Among the highlights, the board approved:

∫ The agreement between KCSD and Dorothy Bollinger to provide legal counsel and other legal services for the 2019-20 school year. Proposed rate (hourly, retainer, discounted or varied rate) for legal services for a period of July 1, 2019 through June 30, 2020. Bollinger’s hourly rate is $155. There is no retainer fee and there is a negotiated flat fee for some legal services.

∫ To retain David Lindsay, Esq., and the firm of Hall and Lindsay as school district solicitor for the 2019-20 school year at an hourly rate of: Standard work at $110 per hour (non-litigation) and $130 per hour (litigation). Those rates are unchanged from last year.

∫ To retain Beard Legal Group for the 2019-20 school year for specialized services including labor relations, special education, negotiations, litigation, etc. at the rate of $165. That rate is unchanged from last year.

∫ The bills for payment in the amount of $1,749,227.12.

∫ An agreement between the Keystone Central School District and PSBA for a customized workshop not to exceed $600, paid for by the general fund.

∫ The agreement between KCSD and the Central Intermediate Unit No. 10 for special education director services not to exceed $22,800, paid for by the general fund.

∫ Both the elementary and secondary student handbooks for the 2019-20 school year.

∫ The virtual academy student/parent handbook for the 2019-20 school year.

Last week’s voting session was the final meeting for the board this summer. They will meet on Thursday, Sept. 5 and Thursday, Sept. 12 at the Central Mountain High School auditorium.
