Underage drinking
LOCK HAVEN-City police cited Nicholas Harding Carpenter, 20, of 641 Sturdevant St., for underage drinking on Thursday, police said.
Police stopped Carpenter for riding his bike without proper lighting at 5 Highland Street and Linden Street, and found he had been drinking, police said.
