Council considers use requests
LOCK HAVEN — Lock Haven City Council approved a number of use requests and will consider another at a future meeting after it was brought forward during public comment this week.
During public comment at Monday night’s council meeting, Sentimental Journey Board President Allen Uhler presented council with a request to utilize the William T. Piper Memorial Airport facilities to host a Short Take Off and Landing (STOL) competition in June.
Uhler said Sentimental Journey — which hosts the annual Fly-In that brings hundreds from around the country and world to Lock Haven each year — is working to try and do new things to attract people both near and far to the airport to learn more about aviation. It also works to bring individuals to the Piper Museum.
“We’re trying to do a lot of new things and bring in more people. There are a lot of people who think we’re just the Piper Cub plane. We’re trying to change that,” Uhler said. “To bring in more people and more things… more pilots and also bring more people from the town to the airport to see what it is and what we do.”
The STOL competition will see skilled pilots come to the area to see who is able to take off and land precisely in the shortest time/distance, Uhler said.
Mayor Joel Long asked Uhler to speak with Director of Community Life Kasey Dumm to put in a formal request for council to consider at a future meeting.
Use requests that were presented to council on Monday night, and approved, included:
— A resolution to temporarily amend the rules for camping at Memorial Park following a request from Bad Adventure Company to use the public space for an outdoor camping and kayaking excursion overnight on May 23. According to the request, which was previously approved, kayakers and canoeists would stop at the park on Friday, May 23, and camp overnight. The evening is also going to be used for participants to visit businesses and local restaurants in the area. Besides the camping exemptions approved Monday night by council, all other park rules will be followed.
— The use of the Clinger Walkway for Lock Haven Athletics on Sunday, May 11, from 8 a.m. to 11 a.m. The organization will be holding a Haven Hustle 5k walk/run to raise money and also requested the parking lots near the levee be closed during the duration of the race.
— A resolution to place a banner advertising the Clinton County Pride Alliance’s Pride in the Haven, set for June 28, across East Main Street in downtown Lock Haven from June 8 to June 28.
— A use request from the Clinton County Pride Alliance for the placement of a Pride display in Triangle Park from June 26-29. The organization will be placing six flags on poles, using the permanent flagpole holes in the park, to display Pride flags. The request was approved 5-2, with Councilmember Heather Alexander and Long voting no.
— A rain date request by Downtown Lock Haven, Inc. for its Final Friday street closure scheduled for July 25. The organization requested July 26 be its rain date, with the closure time to remain the same.
In other business, the board:
— Appointed Landen Lose and Eric Young as probationary police patrol officers per a list from the Civil Service commission.
— Considered a right-of-way agreement with UGI to relocate a natural gas line at 1001 E. Bald Eagle Street to benefit the city’s proposed solar field.
— Considered a right-of-way agreement with PPL to locate the electric line at 1001 E. Bald Eagle Street for the solar field.
— Considered an extension of the electric agreement with Constellation through the Municipal Utility Alliance of the Pennsylvania Municipal League (PML).
— Authorized to pursue PennVEST funding for improvements to the wastewater treatment plant in an estimated amount of $3,600,000.
— Authorized to apply for a PA Small Water & Sewer Grant for Susquehanna Avenue sanitary sewer rehabilitation.
— Approved a commercial loan of $18,900 to LSS Amusements.
— Considered an ordinance to rename an unnamed alley between West Bald Eagle Street and West Clinton Street to “Tiger Den Alley.” Council will formally consider approving the change at its May 19 meeting.
