Public drunkenness

BELLEFONTE — State Police at Rockview are filing charges after a man was found passed out in the front yard of a homeowner’s house in the early morning of July 12. State police say they arrived at the home on Burnside Street with EMS and found Paul Eugene Miller unconscious in the yard and were able to wake him just after 6:30 a.m. Miller reportedly started to yell and shout at troopers and EMS. Miller had a strong odor of alcohol, according to the report.

Miller made repeated statements that troopers were harassing him by disturbing his “front yard slumber” while relating he was not a drug user and was not drunk.

When Miller was asked if he had any weapons, troopers say that he began to remove pieces of clothing, throwing them to the ground. He then emptied a gym bag into the middle of the road. At that time, troopers saw a single glass smoking pipe fall out. Miller told police he used the pipe for his medical marijuana.

Police say they informed Miller that there are specific guidelines regarding the use of medical marijuana and that his glass pipe was not a legally prescribed method. Miller reportedly kept shouting at everyone at the scene, making concerning statements, before EMS transported him from the scene. PSP collected the glass pipe and entered it at the Rockview barracks.

Miller will be facing charges related to public drunkenness, scattering rubbish and an Act 64 violation.

Drug overdose

BELLEFONTE — State Police at Rockview responded to a drug overdose at 6:35 p.m. on July 11 along Paradise Road in Benner Township, Centre County. The person involved was examined by Mount Nittany EMS.

Firearms violation

BELLEFONTE — A 51-year-old Bellefonte man was charged with a firearms violation that took place around 2:17 a.m. on July 17.

Police say that Ernest Milton was was pulled over along state Route 220 in Huston Township, Centre County for an equipment violation. Milton was found to be in possession of small amounts of controlled substances as well as several items of drug paraphernalia. He was also carrying a weapon without a license to carry.

Charges are pending.


CENTRE HALL — State Police at Rockview investigated a case of harassment that took place around 5:15 p.m. on July 20 along Tussey Sink Road in Potter Township, Centre County.

According to police, a 65-year-old Centre Hall man harassed a 57-year-old Pleasant Gap woman at a hunting camp. A citation was filed through magisterial district justice 49-3-04.
