The Bellefonte Elks Lodge #1094 presented their Past Exalted Rulers' Award for Community Service to Bellefonte Area High School senior Owen Cordon Franco. The award requires at least 100 hours of community service, earned throughout high school grades 9-12. The recipient should be involved in the community, be of good moral character, honest and respectful of others. The $750 award was given at the school's awards ceremony.
