LOCK HAVEN -- Colonel Hugh White-Colonel John Chatham DAR of Lock Haven recognizes the 68th anniversary of Constitution Week celebrated Sept. 17-23.
Proclamations from both City of Lock Haven Council and Clinton County Commissioners have been requested.
On April 21, 1955, the Daughters of American Revolution created a resolution for Constitution Week. On June 7, 1955, members of Congress received the DAR Resolution. Following the passage of the resolution by the House and Senate, President Eisenhower issued a Proclamation on Aug. 15, 1955.
The first observance of Constitution Week on Sept. 17-23, 1955 was so successful that on Jan. 5, 1956 a joint resolution to the president designated Sept. 17-23 as an annual observation known as Constitution Week. The resolution was adopted July 31, 1956 and signed into law Aug. 2, 1956.
Residents, businesses, churches, courthouses, firehouses, veterans' homes and organizations, city and county governments are encouraged to ring bells on Sept. 17 for one minute at 4 p.m. so bells are heard simultaneously, from coast to coast. The ringing of bells was often used to announce the presentation of significant information.
The DAR Constitution Hall in Washington D.C. has the inscription that reads, "Constitution Hall is a memorial of that immortal document, the Constitution of the United States, in which are incorporated the principles of freedom, equality, and justice for which our forefathers strove."
The Preamble of the Constitution explains the purpose of the laws set in the Constitution.
"In Order to Perform a More Perfect Union" tells us why the Constitution was written.
"Establish Justice" we are guaranteed all will be treated fairly.
"Insure Domestic Tranquility" proves that we can live together in peace.
"Provide for the Common Defense" states the cities of the United States will be protected from any and all enemies.
"Promote the General Welfare" states everything will be done for the common good of the country and its citizens.
"Secure the Blessings of Liberty" simply means that we are a free people. This guarantees freedoms as the cornerstones of democracy.
