LOCK HAVEN -- The Clinton County Board of Commissioners accepted the resignation of Paul Courter as Farmer Director on the Clinton County Conservation District Board, effective Dec. 31.
Courter, who has been a voting member since 1993, would have had two more years on the board. It was reported at the meeting that Courter had to step down because of health issues.
"We appreciate his years of service," said commissioner Jeff Snyder.
To replace Courter, the commissioners unanamiously agreed to appoint Elam E. Stoltzfus, Jr. Stoltzfus has been the associate director for the past five years. He will fill out the term, which expires on Dec. 31, 2021.
In other business, the board of commissioners:
-- Re-appointed Warren Gottschall to the Clinton County Zoning Hearing Board for a three-year term. It expires Dec. 31, 2021.
-- Re-appointed Hope Mitchell to the Clinton County Housing Authority Board for a five-year term. It expires Dec. 31, 2024.
-- Re-appointed Charles Bechndel, Jr., and James Harbach to the Agricultural Preservation Board for a three-year term. It expires Dec. 31, 2022.
-- Appointed Wade Vonada to the Agricultural Preservation Board for a three-year term. Vonada replaces John Lucas, who did not seek re-appointment. The term expires Dec. 31, 2022.
-- Re-appointed Reza Lotfi, John Dotterer and Larry Sheats to four-year terms on the planning commission. Their terms will expire on Dec. 31, 2023.
-- Approved the transfer of IV-D funds in the amount of $34,754 to the general fund for September 2019 reimbursement of expenses.
-- Approved the transfer of IV-D funds from the IV-D checking account to the IV-D restricted account in the amount of $23 for medical incentives for the quarter ending September 2019.
In personnel items, the commissioners:
-- Approved the resignation of Lisa Blazure, agricultural resource conversationist at the Clinton County Conservation District, effective Dec. 31, 2019.
-- Approved the resignation of Jacob Wenrich, resource technician at the Clinton County Conservation District, effective Dec. 20, 2019.
-- Agreed to rescind the resignation of Kelsey Kaltenbach, caseworker in Children and Youth Services. Her resignation had been accepted on Nov. 14, 2019.
-- Approved the hiring of Darby Huges as caseworker in Children and Youth Services, effective Dec. 12, 2019, at annual salary of $34,568 (Grade J). That is the starting salary for the position as established by the salary board at the Jan. 7, 2019 meeting.
-- Approved the resignation of Hunter Hall, deputy sheriff, effective Jan. 3, 2020.
The commissioners also approved the county bills in the amount of $1,812,816.43 and net payroll in the amount of $314,219.84 for the period ending Dec. 13, 2019.
The commissioners will meet for a work session at 9 a.m. on Monday, Dec. 16 at the Piper Building.
