Happy Valley Blended Products eyes move

BELLEFONTE — A longtime Pleasant Gap business will be changing locations in the near future.

At Tuesday’s Centre County Board of Commissioners’ meeting, they approved a memorandum of understanding for the preliminary I Final Land Development Plan for Happy Valley Blended Products, which is currently located at 660 Axemann Road in Pleasant Gap. According to the MOU, the proposal “constitutes a final plan submission showing the development of a single commercial building being 75,000 square feet, which includes a future building addition, along with corresponding infrastructure located on Lot 6 within the Benner Commerce Park.”

The Benner Commerce Park is located at 255 Penntech Drive in Bellefonte.

Chris Schnure, Centre County’s Subdivision and Land Development Planner, spoke about the MOU.

“Happy Valley Blended Products is proposing to construct a 75,000 square foot building … 15,000 square foot of that is going to be a building addition. They’re intending on building 60,000 to start, but also provide for the possibility of expanding that by an additional 15,000,” Schnure said.

According to Schnure, the details are a “pretty simple plan.”

With the re-location of the Happy Valley Blended Products, the space along Axemann Road will likely be vacant.

Commissioner Michael Pipe noted that the current location is located along a nearby rail line.

“We took a tour of the rail line once and they really enjoyed using it. So I’m curious … if they are still using the rail cars as much as they used to,” Pipe said. “It seems like with this current configuration, they might move to a different means of transportation.”

Still, Pipe said their move is good news for the county.

“It’s great to see them expanding and utilizing that site,” Pipe said.

Commissioner Steve Dershem pointed out that there are advantages to the move.

“From a logistics standpoint, you’re right next to I-99,” Dershem said.

The MOU was passed unanimously.

In other business Tuesday, the commissioners:

— Approved another MOU for the Final Land Development Plan — St. Joseph Institute for Addition, Detox Center, located in Taylor Township; CCPCDO file No. 18-21. This proposal constitutes a final plan submission showing the development of a single building being 5,490 square feet to be used as a detox facility as part of St. Joseph Institute campus.

— Approved a request from Unionville Borough for the cover water tank replacement project in the amount of $34,500.

— Approved an increase in Centre County’s portion of the revised cost sharing agreement to procure an energy services consultant in the amount of $652. This increases the total cost of the agreement from $4,238 to $4,890.

— Approved authorization for Centre County’s representative on the Solar Power Purchase Agreement (SPPA) Working Group to vote on the recommendation that State College Area School District hire GreenSky Development Group. GreenSky will assist the SPPA Working Group in the exploration of a potential investment in a joint Solar Power Purchase Agreement.

— Appointed county deputy administrator John Franek, Jr., to serve as a representative on the Solar Power Purchase Agreement (SPPA) Working Group.

The commissioners will meet again at 10 a.m. on Tuesday, Aug. 31. The meeting is open to the public and masks are required in the Willowbank Building.
