MacIntyre named new Centre CFO

BELLEFONTE -- Centre County Government has its new Chief Financial Officer -- and she has ties to Clinton County.

At Tuesday's Board of Commissioners meeting, Joni MacIntyre was introduced as the CFO. Previously, she was the Fiscal Operations Supervisor at the Keystone Central School District. Her first official day with the county was Monday, according to county administrator Margaret Gray.

"She brings a wealth of experience and expertise to this position," Gray said. "She comes to us from the Keystone Central School District, where she was responsible for overseeing fiscal operations, managing departments and building budgets of approximately $82 million … she was instrumental in the development and preparation of the school district's annual audits, schedules and statements."

According to Gray, MacIntyre's experience is exceptional.

"She has more than 30 years of financial experience in positions of increasing supervisory and managerial responsibilities. Her background includes extensive experience in budgeting as well as developing and implementing fiscal management policies," Gray said.

MacIntyre said that she was "super excited" to join the county. Her hire date was Feb. 24, but her first official day was Monday.

"The next couple of months will be to kind of wrap my head around what's going on; the procedures and who does what," MacIntyre said, "and then try to put my experience forward and try to implement new procedures."

She has a Masters of School of Business Leadership from Wilkes University and a Bachelor of Science degree in accounting from the University of Houston.

Chair Michael Pipe said that he was excited to have MacIntyre as "part of the team."

"We can't wait to work with you. Whatever you need … we are here to help. Thank you for joining us," he said.

Commissioners Mark Higgins and Steve Dershem echoed those sentiments.

"It's great to have you on board. I once worked with a guy who didn't make it past lunch on his first day," Higgins joked. "We're so happy you came back."

"I think we all share the enthusiasm of having you here, but most importantly, I think your wealth of knowledge and knowing what we know about your abilities … we can't say enough good things about the relationship," Dershem said.

MacIntyre talked about the key to success in a position such as CFO.

"I think there's the county piece, but there's also the relationship piece. I think that's super important coming into this position," MacIntyre said.

In other business Tuesday, the commissioners:

-- Approved a master agreement with Teleosoft, Inc. to consolidate all existing license, software, support and maintenance agreements into one Master Agreement. This agreement remains in force until terminated with 90 days written notice. Pricing and services may be contracted via addenda to the master agreement.

-- Approved prothonotary to the Master Agreement with Teleosoft, Inc. for CountySuite Civil Court software. The County shall pay a one-time fee of $249,000 with maintenance services for the applications and configuration provided for a fee of $29,954 per year.

-- Approved a contract renewal with Thomson Reuters to provide West Law Proflex. The contract total is $91,391.76 for the period of April 1, 2022 through April 1, 2025.

-- Approved a grant award from the Pennsylvania Commission on Crime and Delinquency (PCCD) to receive mental health initiative funds for a collaborative project with the State College Borough. The grant award is $150,000, which is Federally funded for the period of Jan. 1, 2022 through Dec. 31, 2023.

-- Approved a grant application to the Pennsylvania Commission on Crime and Delinquency (PCCD) for the Bryne Justice Assistance Grant, not to exceed $250,000 over two years. The funds will be utilized to support the implementation of a new caseworker in the Public Defender's office to coordinate client services.

-- Approved a contract with the Pennsylvania Department of Community and Economic Development (DCED) for the 2021 Federal Fiscal Year Community Development Block Grant. Grant award is $476,869 for street, water and sewer improvements under contract C000082286 during the period of Jan. 18, 2022 through Jan. 17, 2026.

-- Approved a contract with Mission Critical Partners (MCP) to provide a period of time for the transfer of knowledge from the existing IT vendor. The contract amount is not to exceed $120,000 for the period of March 24, 2022 through June 30, 2022.

There will not be a meeting next Tuesday. The next scheduled Tuesday meeting will be at 10 a.m. on Tuesday, March 29. The meeting is open to the public and will also be televised live by C-NET.
