MILL HALL — The Keystone Central School Board is poised to vote on a new contract with unionized teachers.

On the agenda for tonight’s business meeting is a motion to approve a contract with the Association of Clinton County Educators (ACCE) for the term of 2022 through 2027 fiscal year.

The teachers have been working under the previous agreement, which expired last July 1.

Reports indicate the teachers union will vote on the contract just prior to tonight’s meeting, which is set for 6:30 p.m. in the administration board room.

Teacher contracts are extensive, addressing everything from how many hours a day teachers must work to their obligations with students, to grievance procedures, sabbaticals, professional development, to a comprehensive set of benefits and more.

Indeed, the current contract is 50 pages.

In regard to compensation, teachers earn a base salary composed of a step plus credit increments with an annual 186-day work day requirement.

The salary schedule provides for pay raises with years of service and education credits — via a salary or step schedule.

A cost of living adjustment (COLA) also is provided, but teachers received no COLA in 2019-2020 and 2020-2021.

They received a 1.25% COLA in 2021-2022.

Nothing has been made public about terms of the new agreement.

Also on the agenda is the appointment of Mark Condo, the district’s Human Resource Director, to assistant superintendent at an as-yet undisclosed salary.

The agenda specifies Condo works under an individual employment contract.

Also expected to be approved is the transfer of Ed Choma to technology supervisor, effective March 27, at a salary of $71,285, pro-rated, and the previously announced hiring of James Poleto as principal at Bucktail Middle-High School at a salary of $97,500, pro-rated.

The agenda also includes an enrollment report showing Keystone Central had 2,259 secondary students in January compared to 2,337 a year ago, and 1,204 elementary students vs. 1,243 a year ago.

Total enrollment was listed at 3,463 vs. 3,583 last year at about this time.
