Desiree Myers hired as new Chief Clerk

LOCK HAVEN — The Clinton County Board of Commissioners has hired Desiree Myers to replace out-going Chief Clerk Jann Meyers.

Myers, who has served as the county’s human resources administrator and deputy chief clerk since January 2023, will work alongside Meyers beginning April 17. Her salary has been set at $57,139 (Grade S).

“I’ve been very impressed with what Desiree has done as the human resource person since January,” Meyers said. “I think the commissioners feel that she has the capability of becoming chief clerk, taking on those responsibilities, and will do just as great a job as she has done so far with the county.”

Myers is a 2012 graduate of Central Mountain High School and is educated in business administration and organizational and professional communications. She spent five years employed in the Keystone Central School District where she filled various roles involving business operations, accounting and personnel. She later went on to work in the Williamsport Area School District where she primarily focused on Human Resources.

According to a release from the board, Myers has “already forged relationships with all departments and fostered an open door atmosphere for staff.”

“I am truly looking forward to my new position as Chief Clerk for Clinton County. From the start of my employment here, I have been fortunate enough to develop great working relationships with the Board of Commissioners, the Chief Clerk and many other staff members,” Myers said. “I am eager to continue these working relationships and expand my relationships within our community. I am very thankful for this opportunity to grow professionally and assist in the success of County Government.”

All three commissioners — Chair Miles Kessinger, Vice Chair Jeff Snyder and Commissioner Angela Harding — noted their excitement to have Myers on board.

“I think that we are lucky to have her, and I’m looking forward to seeing (her) grow professionally and helping county government move forward,” Harding said.

The board previously approved Jann Meyers retirement — set for June 9 — following nearly a decade of service. Meyers had been appointed to the position in 2015.

In other business the commissioners:

— Approved an amendment to an agreement with Commonwealth University and IUP through the Health Initative of Rural PA Grant for Kognito Mental Health Software, increasing the amount approved by $3,000 for outreach materials.

— Approved a release request from Bryan D. Wynn, owner of Wynn Tech., Inc. in Loganton, for a portion of real estate held as collateral for two revolving loans. Mike Flanagan, representing the county’s revolving loan board, said approval would allow Wynn to sell a portion of his property. This is the second such request made. Flanagan said the board approved the request and was looking for commissioners’ support. He noted that Wynn Tech has kept up-to-date on its loan payments.

— Approved a Revolving Loan Fund request in the amount of $300,000 to Bucktail Medical Center for upgrades to its HVAC system. Flanagan said the board already approved the request, and noted it would also involve improvements to the boiler system and a few other items.

— Approved a 60 month fair market value lease agreement with Delage Landen and a maintenance agreement with Willits Copier, Inc. for a copier in the Clinton County Children and Youth Services department for $261.01 monthly.

— Approved a $58,599.07 payment to Greene Township from the county’s Highway/Bridge funds for 20 percent of the cost for a Snook Road Bridge project. Kessinger noted the project is already complete and bills paid. The payment is a reimbursement to the township, he said.

— Approved an application for the 2023 Emergency Management Performance grant through PEMA from Oct. 1, 2022 through Sept. 30, 2023.

— Approved an application for the 2023-2024 Hazardous Material Response Fund grant through PEMA.

— Corrected a promotion action made at a previous meeting for Jessika Smith, 9-1-1 dispatcher. Smith’s salary was listed incorrectly and is $39,124.80, in accordance with the promotion policy established at the salary board’s meeting in January.

— Approved a promotion of Reagan Markley from dispatcher trainee in the 9-1-1 center at an annual salary of $39,124.80 (Grade H).

— Meyers reminded the public the county’s offices would be closed today in observance of the Easter holiday.
