MILL HALL -- The Keystone Central School District Board of Directors will review a 5-year contract for Mark Condo as the district's assistant superintendent.
Condo, formerly the director of human resources for KSCD, was previously considered for the position in March. His employment contract specifies an effective date of March 9, 2023. His salary is listed as $130,000. The dates of his term have not yet been specified in the draft of his employment contract.
According to the district's description of his role as assistant superintendent, the goal of his position is to provide leadership and specialized knowledge in human resource management to assist the district in maximizing its effectiveness as an employer as well as assisting employees in maximizing their own effectiveness in their respective roles.
Condo will develop, coordinate and recommend programs and policies for recruitment, staffing, employee relations, employee benefits and supervision and evaluation in collaboration with other district personnel, the contract says. Last, he will serve as the Act 44 District Coordinator for Safety and Security, the Open Records Officer, and the Title IX Compliance Officer for employee complaints.
The annual salary of the assistant superintendent is $130,000, effective March 9, 2023, prorated only for the year 2023 in direct proportion to the percentage of 2023 that Condo has been employed in the district as assistant superintendent.
On July 1 of each year after that, his base salary will be increased by a minimum of 3% of his then-current base salary, according to the contract. Each increase will be added and integrated into Condo's annual base salary.
In addition, Condo will receive reimbursement for his participation in educational conferences and meetings, as well as jury duty and other required court proceedings, the contract states.
According to the draft of his employment contract, Condo is granted five paid personal days per year, with an additional five paid personal days allocated to him on the first of July of each subsequent year.
Beginning on July 1, 2023, he is entitled to 20 days of paid vacation per year. The contract stipulates that Condo will receive 12 days of sick leave per year, with unused sick days carrying over from year to year.
Last, Condo is granted five bereavement days with full pay for the passing of immediate family members.
Condo will be provided medical, prescription, dental and vision coverage, as well as the option to contribute up to $1,200 to a Flexible Spending Account. The district will pay for a $75,000 group term life insurance policy for Condo and will permit him to purchase an additional $1,000 in coverage for each $1,000 in salary at cost through payroll deductions, the contract says.
Disability insurance for the assistant superintendent is set at $78,000; the equivalent of 60% of Condo's salary, paid for by the district.
The contract also specifies the details of a retirement incentive that would be paid by the district in the form of a one-time lump sum payment of $300 for each year he served the district, provided he meets certain criteria.
According to the KCSD position description, Condo has 50 performance-related responsibilities. The listed position requirements are representative of those that must be met for him to successfully perform the essential functions of his position; however, the document specifies that this is not an exhaustive list of expected responsibilities.
The board will review the contract during its work session Thursday night; with an expected vote -- along with other personnel items -- during its voting session on Thursday, April 20.
