LOCKPORT -- Clearwater Construction, Inc., of Mercer, is continuing its work on a walkway that will allow safer access between Woodward Township and the city of Lock Haven.

With a temporary stoplight in place along Farrandsville Road where it intersects with Veteran's Bridge, construction crews have been continuing to build up the area for the walkway.

According to Timothy Nebgen, safety press officer for PennDOT, the goal for this year is to complete a retaining wall and reopen Farrandsville Road into two lanes.

"The goal for this year is to complete construction on the retaining wall and to reconstruct the lane of the highway closest to the river," Nebgen told The Express.

Nebgen said Clearwater Construction is expected to work well into November.

"Weather will, of course, play a role in when our projects enter winter shutdown, but they typically enter that period at Thanksgiving," he said.

Once spring hits in 2024, Nebgen said the crew will go back to work putting finishing touches on the walkway.

"The scope of work for next construction season includes final paving of the roadway and drainage improvements," he said. "The goal is to have the project completed before the Fourth of July holiday."

Years in the making, the walkway project has an estimated $7.5 million of investment. The price tag includes utility relocation, drainage improvements, piping and inlets, construction of a retaining wall, sidewalks, curbing, ornamental light poles, guide rail, paving, pavement markings and miscellaneous items.

Once complete, pedestrians will enjoy safer access to Riverview Park from the Veteran's Bridge and motorists will benefit from safety and drainage upgrades.
