Martin to handle assistant super duties for now

MILL HALL — Keystone Central School District Assistant Superintendent Mark Condo was terminated by the district’s board of directors at a special meeting held this week.

The board voted unanimously to terminate Condo, along with approving a long list of other personnel items as the 2023-2024 school year begins. A majority of members were present either virtually or in-person, with Board member Butch Knauff absent.

The move to terminate Condo comes months before Superintendent, Dr. Jacquelyn Martin is set to retire. The district is still actively searching for Martin’s replacement.

Condo was appointed to the role earlier this year, when his previous position of HR Director was removed to make way for the assistant superintendent role.

Condo’s termination took effect immediately.

The board did not offer comment regarding Condo’s termination or any other matters voted on Thursday night.

Martin told The Express, due to it being a personnel matter, she could not provide detail regarding why Condo was terminated.

However, in a letter to teachers, staff and board members sent Friday morning, she touched on Condo’s departure and steps that will be taken to find his replacement.

“The board has authorized me to launch a search and the board members and I will be working together to find a qualified candidate for this important position,” Martin’s letter stated.

In the meantime, she said she would be handling the assistant superintendent responsibilities.

“The board is considering providing me some support and stability through the use of an Interim Assistant to the Superintendent,” she said. “This temporary position would be in effect until a new Assistant Superintendent is in place.”

Martin said she would keep staff updated regarding the search and asked all communication that would typically go to the assistant superintendent’s office be forwarded to her own.

On Thursday night, the board also approved a job description for the assistant superintendent role. The three-page document lists the requirements for the position — such as a Master’s Degree in Educational Leadership with Pennsylvania Principal Certification; administrative/supervisory experience and experience with labor relations and collective bargaining is preferred; strong interpersonal and leadership ability combined with broad knowledge of all aspects of the district’s operations.

The position will also continue to serve as the district’s Act 44 Safety and Security Coordinator, Open Records Officer and Title IX Compliance Officer for employee related complaints, according to the job description.

The document also includes a large list of responsibilities — 50 in total — related to human resources, district safety, building inspections and more.

The assistant superintendent, according to the description, would supervise Human Resources Generalist, administrative assistant and KCSD Law Enforcement and Security Officers and report to the superintendent, the document says.
