LOCK HAVEN -- Multiple Clinton County Government positions will be featured on the ballot in Tuesday, Nov. 7's General Election.
These include three seats for the Clinton County Board of Commissioners, three seats for Clinton County Auditor, the District Attorney, Clinton County Sheriff, Prothonotary, Register and Recorder.
The Express has compiled information about these races, which are uncontested, for voters to review prior to the election.
CLINTON
COUNTY
COMMISSIONERS
Three individuals are running for three seats on the Clinton County Board of Commissioners. Each seat encompasses a 4-year term. Candidates are:
-- Angela Harding. Harding, a Democrat, is looking to retain her seat after completing her first four-year term on the board. Harding was first elected in 2019 and is the first female commissioner in the county's history. In her role as commissioner, Harding serves on 12 authorities and boards including Advance Central PA Workforce Development, Clinton County Recreation Authority, Solid Waste Authority, Conservation District and Downtown Lock Haven, Inc. In addition to her roles within county government, Harding also volunteers on boards for various organizations including the Clinton County United Way, the Keystone Central Foundation and is a 20-year member of the Lock Haven Kiwanis Club.
-- James "Jim" Russo. Russo, a Republican, is on tap to earn his first term on the board. Russo, a life-long county resident, started M&R Contracting in 1987, a general contracting firm that grew to 28 employees by the time he sold the business to family members in 2020. In addition to his business experience, Russo was an Allison Township Supervisor and is currently an operating board member with the Clinton County Economic Partnership where he also has served as board chairman. Russo has been involved in various community groups and organizations. He currently serves on the Wayne Township Landfill board, Lock Haven Redevelopment Authority board, Chestnut Grove Recreation Authority, Lock Haven JAMS Festival Logistics Committee, Harger Utility Charities and the Committee for the National Wild Turkey Foundation.
-- Jeff Snyder. Jeff Snyder, a Republican, is looking to serve a third term on the board. Snyder, who is still serving his second term, has held a seat on the board since 2016. Snyder is chair of the Clinton County Building and Grounds Committee and vice-chair of the Clinton County Commissioners. He also serves on a number of boards and authorities: Aging Advisory Council, Children & Youth Liaison, Court Security Advisory Board, STEP, Safety Committee, SEDA-COG, Tourist Promotion Agency, Local Emergency Planning Committee, Advocates for a Drug Free Tomorrow, Board of Assessment Appeals, Election Board, Joinder Board, Prison Board, Renovo Community Trade Association, SEDA-COG Gas Cooperative, PA State Land Tax Fairness Coalition, Fireman's Association, Revolving Loan Board, Clinton County Justice Advisory Board, Re-Entry Housing Planning Committee and the Victims of Crime Act Funding Committee. He is a member of the Lock Haven Elks Lodge #182, La Fayette Lodge #0199, a life member of the Woolrich Volunteer Fire Company, St. Luke's United Church of Christ in Flemington, serving as Finance Chairman, and the Lock Haven Kiwanis Cub, serving as club president in 2019.
AUDITORS
Three candidates are on the ballot for three open Clinton County Auditor positions. Each seat is for a four-year term. Candidates are:
-- Jacqui Anastos. Jacqueline "Jacqui" Anastos, a Republican, is a graduate of State College Area High School. She earned a degree in hotel/restaurant management from Harcum Junior College of Bryn Mawr and a Bachelor of Science in business at Lock Haven University. Anastos has waitressed at the Texas Lunch for 31 years. She has also handled the bookkeeping/accounting for more than 20 years. She serves on the Central Mountain High School Advisory Committee and the vestry at St. Paul's Episcopal Church in Lock Haven.
-- Michelle Crowell. Crowell, a Democrat, is looking to retain her position as county auditor. Crowell is seeking a fourth term as Clinton County Auditor after being elected to the seat in 2011 and re-elected in 2015 and 2019. Michelle is a member of the Pennsylvania State Association of County Auditors where she served on the budget committee in 2014, was elected to their Executive Board in 2017, served as vice president in 2018 and president in both 2019 and 2020.
-- Cathy Gedon. Gedon, a Republican, is looking for a first term as auditor. Gedon and her husband, George, have owned and operated Gedon Funeral Home since they were married in 1986. In conjunction with the funeral home business, she has always been employed in banking. A lifelong resident of Clinton County, Gedon attended McGhee Elementary School and is a 1981 graduate of Lock Haven High School.
DISTRICT ATTORNEY
Incumbent Dave Strouse, a Democrat, is the sole candidate on the ballot for District Attorney. Strouse first won election as District Attorney in 2015. He initially campaigned on four primary areas of focus: 1) drug and safety concerns in county schools; 2) starting a Veterans Court Program; 3) training and resources for our local police officers; and 4) imposing more intensive supervision programs for offenders with substance abuse concerns. Strouse has overseen more than 5,000 criminal prosecutions in the courtroom, and has secured convictions in a wide range of cases including homicide, aggravated assault, burglary, robbery, rape, kidnapping, child sexual assault, child abuse, narcotics distribution, animal cruelty and homicide while DUI. Strouse has overseen a major transformation of the Office of District Attorney over the past 8 years, including the relocation of the office and the modernization of the office with the help of technology and key staffing changes.Born and raised in Beech Creek, Strouse graduated from Bald Eagle-Nittany High School. He is a Penn State Altoona graduate and earned his Juris Doctorate from the Villanova University School of Law.
SHERIFF
Incumbent Kerry Stover, a Democrat, is the sole candidate on the ballot to retain his position as Clinton County Sheriff. For the past eight years Sheriff Stover has implemented many changes to help improve security throughout various county buildings including the Courthouse, Piper building, Garden building, the Mellott building, and the three Magisterial District Judges' offices. In 2018, when the sheriff's office was moved from the Courthouse basement to the first floor, Stover designed their new office space to provide better public access. A member of the PA Sheriff's Association (PSA), Stover serves as a trustee and is on the PACT committee. He attends annual PSA conferences to network and build relationships with other sheriff's offices and to learn about new products and laws. Born and raised in Flemington, Stover graduated from Lock Haven High School in 1988. He and his wife Vicki live in Flemington, have been married for 27 years and are the parents of two adult children, Hunter and Kara Stover, and are blessed with one granddaughter. Stover is a life member of Goodwill Hose Company in Flemington. He is also a member of the Hand-in-Hand Hose Company in Lock Haven, the LaFayette Lodge #199 of Lock Haven, the Lock Haven Moose, and Lock Haven Bowling Association and attends the Flemington First Church of Christ.
PROTHONOTARY
Incumbent Cindy Love, a Republican, is looking for a second, four-year term as county prothonotary and clerk of courts. Love was first elected to the position in 2019. In this dual position, she was part of the Pennsylvania State Association of Prothonotaries and Clerks of Court (PAPCC). During the 2022 PAPCC Conference in Pittsburgh, Cindy was elected as a member of the Executive Board. She also chairs the Prothonotary Manual Committee as well as serving on the Bylaws Committee and the Clerk of Courts Manual Committee. Locally, Cindy has been an active member of the "Teen Court" project. Cindy is a life-long resident of Clinton County and resides in Swissdale, Woodward Township, with her husband, Wayne.
REGISTER AND RECORDER
Incumbent Jennifer Hoy, a Republican, is looking to retain her position at county register and recorder. Hoy has served in the role since 2013, when she was appointed to complete a term vacated by the late Gail M. Gephart. Hoy lives in Gallagher Township with her husband of 29 years, Brian, and their two adult children, Lauren and Kevin. She is the daughter of Barbara J. Rine of Dunnstown and the late Charles (Chuck) Rine, Jr. She is a member of the Woodward Township Recreation board, a former member of the Clinton County United Way and volunteers for many other local organizations in Clinton County.
