LOCK HAVEN — Newly-elected Magisterial District Judge Heidi Wright was sworn into her role during an Oath of Office Ceremony in the Clinton County Courthouse alongside incumbents Judge Keith Kibler and Judge Frank Mills.
Prior to swearing the group in, President Judge Craig P. Miller noted Wright’s election to the position is the first in Clinton County.
“You are the first female to ever serve in any capacity as a jurist in Clinton County,” Miller said.
He noted he did his research prior to making the declaration, saying he couldn’t find any other woman who served as either a District Judge or Justice of the Peace — a role that existed prior to the creation of MDJs.
Miller noted Wright should take great pride in her accomplishment.

After she, Mills and Kibler were sworn in, a Robing Ceremony was held. Wright’s three sons — Easton, Mason and Benson — assisted their mom in placing the distinctive black robe on, gently pulling it onto her arms and zipping it into place.
Unfortunately, Wright’s husband, Timothy, was unable to attend the ceremony due to an illness, Miller said.
Following the Oath of Office Ceremony, Wright told The Express she’s excited to take on this new role.
“It’s an honor and I just hope that it’s an inspiration for other women and young girls out there,” Wright said of her historic accomplishment.
Wright replaces outgoing District Judge John Maggs whose district covers Bald Eagle Township, Beech Creek Borough, Beech Creek Township, Greene Township, Lamar Township, Logan Township, Porter Township, Loganton Borough and Mill Hall Borough.

Both Kibler and Mills are incumbents who will continue their role for another six years.
Kibler was first elected in 2018. His district covers the City of Lock Haven, Allison Township, Avis Borough, Castanea Township, Colebrook Township, Crawford Township, Dunnstable Township, Flemington Borough, Gallagher Township, Pine Creek Township, Wayne Township and Woodward Township.
Mills is the longest running MDJ in the county with Maggs’ departure. He was first elected in 2006. His district covers Chapman Township, East Keating Township, Grugan Township, Leidy Township, Noyes Township, Renovo Borough, South Renovo Borough, and West Keating Township.
