County’s hourly employees receive raise in 2024

LOCK HAVEN -- The Clinton County Commissioners and other members of the county's Salary Board approved a $0.75 raise for hourly county employees during its meeting this week.

The Salary Board met after a brief reorganizational meeting held by the commissioners. During this meeting, Jim Russo was elected chair and Jeff Snyder vice-chair.

The board also appointed Coploff, Ryan and Houser Law Firm to serve as the county's temporary solicitor while it continues the search for a permanent solicitor following Attorney Larry Coploff's resignation in 2023.

The Salary Board, made up of the commissioners and Treasurer Michelle Kunes approved a laundry list of items during its meeting Tuesday afternoon.

Chief amongst them was raising the hourly rate of full-time, non-elected employees not covered by a collective bargaining agreement by $0.75 per hour. This rate increase included employees under the supervision of the commissioners, in the treasurer's office, at the Clinton County Courts, Clinton County Sheriff's Department, the prothonotary's office and the district attorney's office.

Prior to discussion of the various items on the board's agenda, Commissioner Angela Harding noted the proposals were made following the adoption of the county's 2024 budget.

Other items approved during the Salary Board meeting included:

-- Additional increases for the county's MIS Department salaries in the amount of $537 annually effective Jan. 1.

-- Elimination of 9-1-1 Administrative and Fiscal Assistant and Clerk Typist II/Administrative Assistant positions in the Department of Emergency Services.

-- Establishment of the position of 9-1-1 Financial and Emergency Management Administrative Assistant at a starting salary of $39,543.00 (Grade J) for Jocelyn Phillips effective the first pay period of 2024.

-- Re-establishment of the 9-1-1 Quality Assurance Supervisor in the Department of Emergency Services at a starting salary of $39,543.00 (Grade J).

-- A change in title and position description from Veterans Service Officer to Assistant Veterans Affairs Director/VSO in the Veterans Administrative Office. This includes an increase in salary to $37,897.00 (Grade I) for Jeffrey Croak, effective the first pay period of 2024.

-- Set the following hourly rates for part-time employees under the supervision of the commissioners: Assessor, $16.25 per hour; custodial workers, $15.50 per hour; corrections officers and correctional facility maintenance, $15.50 per hour; 9-1-1 dispatchers, $16.75 per hour; paid interns, $12.75 per hour.

-- Increases for public defenders' salaries in the amount of $1,463.00 annually, effective Jan. 1.

-- A change in grade of Law Clerk in the court from Grade L to Grade Q with a starting salary of $53,616.00, effective Jan. 1.

-- Moved the following part-time positions to be under the prothonotary's office: archival record scanner/trainer, $15.50 per hour; archival intern, $12.75 per hour.

-- Increased the hourly rate of part-time deputy sheriffs to $16.75 per hour, effective Jan. 1.

-- Increased the hourly rate for part-time deputy coroner Jennifer Sholley to $15.50 per hour, effective Jan. 1.
