MILL HALL -- The Keystone Central School District Board of Directors unanimously approved the transfer of almost $2 million in funds to help offset costs for the Liberty-Curtin Elementary School construction project.
During its voting session Thursday, the board elected to transfer $1,700,000 into Fund 10 Capital Projects. It also transferred $640,748 into Fund 32 Capital Projects, with the goal to use the money for renovations to the girls' locker room at Bucktail High School and the installation of rooftop HVAC units at Central Mountain High School.
The funds were a surplus remaining from the 2022-2023 budget, reviewed during a work session by Business Manager Joni MacIntyre.
MacIntyre told the board last week the district's budget from that time saw $83,857,033 in expenses and $86,197,781 in revenues, leaving $2,340,748 in a surplus.
MacIntyre noted that once the funds are transferred, they can't be transferred back. However, when it comes to the Fund 10 amount, she said that money could be committed to different projects with a resolution if the board were to adjust its plans.
In other Liberty-Curtin related news the board:
-- Approved a Builders Risk Insurance Policy with Selective Insurance for the project. At its work session, Property Services Director Robert Pacella said the policy would cover aspects of the construction project that weren't included in the district's general policy. The cost of the policy is $16,768.
-- Approved an agreement with Quality Assurance Plus for $274,084 to conduct inspections on the Liberty-Curtin project. During the work session, Pacella said the Department of Labor and Industry requires the district to have a third party handle inspection throughout the process. The agreement will last through the expected two year construct period and include all the required inspections such as soil, air quality, cement and more.
