LOCK HAVEN -- The bulk of the Clinton County Board of Commissioners voting session related to personnel and boards and authorities this week.
The board approved three personnel items related to the Sheriff's Department including:
-- Accepted the resignation of Luke Motter as a part-time deputy sheriff effective Feb. 8, 2024. Sheriff Kerry Stover was unable to attend Thursday's meeting and requested Chief Clerk Desiree Myers speak about the resignation. According to the letter, Motter resigned from a full-time position with the county a year ago to take a position in the Keystone Central School District. He remained part-time to assist where necessary. However, Stover's letter stated his schedule changed of the district, making it hard to remain part-time.
-- Accepted the resignation of Adam Ross as a full-time deputy sheriff effective Feb. 9, 2024. Stover said Ross accepted a position at UPMC Williamsport, noting he was a good deputy during his time with the county.
-- Accepted the resignation of Roger Hoy, a part-time security officer at the Garden Building, effective Feb. 8, 2024. Stover thanked Hoy for his service to the county.
-- Hired Jeremiah Manning as a part-time deputy, effective Feb. 5, at a rate of $16.25 per hour, not to exceed 1,000 hours. Stover's letter noted Manning will move into Ross's open full-time position. Manning also serves in the National Guard.
In other personnel news the commissioners:
-- Hired Logan Dawes as a part-time administrative assistant at the Clinton County Conservation District, effective Feb. 5, at a rate of $15.50 per hour. Commissioner Angela Harding said Dawes is a student at Central Mountain High School and enrolled in the Diversified Occupations Program. "Which means he's going to get some real world experience while also finishing his high school diploma," Harding said. "I'm so happy the conservation district was able to take advantage of it." Harding encouraged any employer to consider taking part in the program.
-- Hired Olivia Eckert as resource care coordinator in Children and Youth Services, effective Feb. 12, at an annual salary of $39,543. With Eckert's hiring, the CYS department is fully staffed.
-- Hired Jasmin Mills as fiscal accountant, effective Feb. 12, at an annual salary of $37,897.
-- Temporarily promoted Gary Litz from maintenance worker to maintenance specialist for the county, effective Jan. 25, at a salary of $50,250.12.
-- Promoted Lori Rhoads from 911 dispatcher to 911 Assurance Coordinator in the Department of Emergency Services, effective Feb. 19, at an annual salary of $39,453. Jon Plessinger, emergency services director, said with Rhoads appointment, the administrative side of the department will be fully staffed. Rhoads was a longtime member of the department before briefly stepping away to pursue other opportunities. "She's a great asset," Plessinger said.
The board received a notice from Ernie Greene, an administrative assistant for State Representative Stephanie Borowicz's office, stating the office was currently working on assisting individuals with the Property Tax/Rent Rebate Program. According to the letter, the program increased its maximum return to $1,000 for qualifying individuals.

Greene's letter also noted the state has a new program, PA Navigate.
"(It's) where folks can look for resources if they have trouble finding them through 211 or other avenues in the community," Harding noted from his letter.
