McELHATTAN -- The Clinton County Solid Waste Authority was delivered good news during a recent board meeting.
According to Manager Jay Alexander, the Wayne Township Landfill had a very strong financial year in 2023.
"We were at 97 percent of budgeted income and 87 percent of budgeted expenses," Alexander said. "We spent about $5,000,000 in capital expenses in the year. Overall, 2023 was a really strong year for us."
Alexander said the landfill wrapped up 2023 with actual sales of $22,135,000 which was slightly under the budgeted $22,724,346.
"Our biggest miss on income was not getting our renewable landfill gas sales started until May of 2023," he said. "We hoped that would start in January. We budgeted $1,000,000 in sales revenue and actually only had $190,000."
Alexander noted the landfill was under budget in its total labor costs and was also under budget on expenses by $2,500,000.
With the year finishing out as strong as it did, Alexander said $350,000 was put into the landfill's long-term Capital and Closure funds.
"We collect a lot of feed from our customers on a per-ton basis that get forwarded on, in 2023 we forwarded $2,966,498," he said.
In other financial related news, Alexander said the landfill finalized its 2024 Bond Issue for about $13,500,000.
"With help from the county to maximize our rating, we were able to save substantial money that won't have to be collected by ratepayers," he said. "This sets up for the majority of the expansion of the facility, which involves mining another 25 acres of old trash and moving it over onto a new liner."
Alexander said the landfill has over 35 years of disposal capacity remaining at the property.
In other business the board:
-- Approved the 4th Quarter Employee Incentive Plan with a 10 percent deduction for several small safety issues.
-- Passed a motion to hire Susan Walker as the administration manager.
-- Received an update from Alexander on the annual training schedule for most of February and into March. Topics to be reviewed during these training workshops are; Electronic Troubleshooting, Tier 4 Emissions Training, Brake and Disc training, off road tire, vehicle training-emissions, airlines, couplings, new tools-maintenance, CDL Drug and Alcohol program, mulch training, GPS 1 and 2, Heavy Equipment training, Confined space, CNG, Act 90, Radiation, First Aid, CPR, AED, PPC Plan and forklift training.
"We invest hundreds of thousands of dollars into our workforce to help them be as safe, compliant and productive as possible," Alexander said.
-- Board Chairman Terry Weaver created a Nominating Committee to bring a proposed slate of officers back to the board for consideration in April. The committee consists of board members Fred Buery, Jim Lovette and Brian Hoy.
