KC Board approve personnel items; discuss rearrangement of administrators
MILL HALL — The Keystone Central School District Board of Directors approved multiple personnel items this week.
The approval was made in a 6-2 vote following a discussion regarding the transfer of online learning principal Justin Evey to a Director of Human Resources/Federal Programs position.
Board member Chris Scaff, one of the no votes, questioned the creation of the Director of Human Resources position.
“I was under the impression (Assistant Superintendent) Dr. Randy Zangara, when he was hired, was going to be doing the HR and administrative assistant job,” Scaff said.
Superintendent Dr. Francis Redmon said a few meetings back he’d offered an explanation on the creation of the position.
“I did bring it to the full board to talk about the reorganization of administrators,” he said. “In that discussion I did describe the transfers that I would be making and one of those was the creation of the HR position.”
Redmon said the thought process behind the decision was based on the students and staff needing a “greater level of support with our building level administrators than we are currently able to provide.”
Redmon said he and Zangara spent days looking at ways to increase the support in needed areas.
Redmon said the proposed transfer of Evey and rearranging of administrators will ultimately save the district costs.
“While we’re creating a new director position we are not adding the number of administrators, we’re not increasing the number of director level positions. It’s a reorganization of staff we already have,” he said.
Scaff and Board member Elisabeth Lynch questioned why the position wasn’t advertised to look for other candidates.
“I would have liked to see us be able to talk to him and, as Elisabeth said, interview a couple of people,” he said.
Scaff also questioned if this could lead to an increase in benefits or payroll.
Multiple members of the board noted this would not see an increase. Board President Butch Knauff offered a summary of the change that would happen.
“What’s happening is the individual already has a position in the district. The individual is just getting his position rearranged. We’re actually reducing the number of administrators by moving staff around, changing titles, changing positions, changing responsibilities,” Knauff said.
Both Knauff and Board member Tracy Smith noted this transfer and rearrangements were discussed at the board’s March 7 Executive Session.
Redmon noted rearranging the positions will have a trickle down effect in terms of the shifting duties, however he emphasized there would be a net savings for the district.
“The net effect is we’re reducing the total number of administrators,” he said, noting the retirement of an elementary principal has opened up the district’s ability to split an administrator between two facilities.
The board ultimately approved the job description for the Director of HR position and personnel items — including the Evey’s transfer — with Scaff and Board member Tom Cannon voting no.
