KC board considers updates to admin roles

MILL HALL -- In an effort to increase efficiency in its administrative office, the Keystone Central School District Board of Directors will consider adjustments to three job titles/descriptions this week.

During its work session on Thursday, it reviewed three, new proposed job description and title changes that included: technology/curriculum and innovation secretary; administrative assistant/communications and school board secretary; and administrative liaison for safety and compliance and virtual schools.

The discussion surrounding changes in job descriptions and duties began earlier in the year, when Superintendent Dr. Frank Redmon and Assistant Superintendent Dr. Randy Zangara began to review ways to make the administration office more efficient.

Redmon offered a breakdown for The Express regarding the changes that are currently up for consideration.

"There are three changes in job descriptions we plan on. One is to have the superintendent/assistant superintendent administrative assistant also act as the board secretary and have responsibilities for communication with the community on social media and our website on behalf of the district," Redmon explained.

"Another is to have the duties connected to the administrative support for curriculum and innovation be combined with the technology department administrative assistant," he continued.

"The third is to move the duties to support our safety and security work, compliance and virtual academy into one position," he concluded.

Redmon stated these changes aren't creating new positions or duties.

"These duties are currently being accomplished in different combinations; these moves will increase efficiency and better align the roles in the areas led by our administrative team," he said.

In other personnel news, Board member Elisabeth Lynch questioned the pending retirement of the district's Property Services Supervisor Rob Pacella and Custodial - Warehouse Leader Ronda Phillips.

"This is new news to me and I know nothing about it. We need to do some planning... we've got the Liberty Curtin construction going on and other things," she said.

Redmon explained the retirements of both employees is part of the Act 93 early retirement incentive, which was put in place by the board in its efforts to mitigate a deficit for its 2024-2025 fiscal year.

"We've spoken to the board on several occasions about this and so the retirement of those two people is based off the early retirement incentive for Act 93," Redmon said.

The board will consider the retirements for these personnel and a potential Memorandum of Understanding between the district and Act 93 for the early retirements.
