LOCK HAVEN -- A former Lock Haven University student will be under court supervision for 15 years for sexually assaulting a then 18-year-old female at a party hosted by an unrecognized fraternity.
Devon Jarrett Bushor, 24, of Hughesville, was sentenced Tuesday by Clinton County Judge Michael F. Salisbury to 57 months to 12 years in state prison followed by three years' probation.
Bushor, who was found guilty in March 2023 to charges of sexual and indecent assault, also was fined $7,500.
He was acquitted of rape, aggravated indecent and another indecent assault charge.
He was found to be a sexually violent predator and must register as such. He already was required to register for 25 years as the result of a previous conviction.
The charges stemmed from a November 2019 party at the Alpha Chi Rho or "CROW" fraternity house. That organization is not officially recognized by the university.
The following is a summary of the testimony during the two-day trial:
The victim attended the party with the friend with whom she was visiting on campus.
She was observed visibly intoxicated, vomiting and falling down a flight of stairs before being escorted by the then fraternity president and Bushor to an isolated part of the house.
Fraternity brothers concerned about her wellbeing repeatedly gave her water to drink. Bushor remained with her, witnesses said, to "keep an eye on her."
When others returned to the room they said they found the victim nude from the waist down and Bushor standing near her. Witnesses reported seeing bloody scratches across her abdomen and hip.
There was testimony Bushor later told others he had attempted to have intercourse with the victim.
The female testified she was drunk, her memory was fragmented, she had never met Bushor before and did not know his name.
What she remembered was her arms being pinned down to her sides and being unable to move, she said.
She repeatedly told the jury she had not consented and would not have done anything like that, especially with a total stranger.
In the earlier case, Bushor pleaded no contest to a charge of indecent assault by force. He was accused of sexually assaulting a Lock Haven student in August 2019.
He was sentenced in January 2022 to eight months to two years minus a day followed by three years' probation. He was granted parole that September and that was revoked after he was arrested in the later incident.
