2025 Primary: Who’s on the ballot?
LOCK HAVEN — The 2025 Primary Election is just two weeks away and many positions throughout Clinton County’s municipalities will be featured on ballots.
From positions on the county level down to auditors and judges of elections in various boroughs, townships and the City of Lock Haven, the county’s voter registration office has provided The Express with the unofficial candidate list for the election — set for Tuesday, May 20.
DEMOCRATS
A variety of positions will be open in the Primary, with various individuals looking to fill them. On the Democratic ticket this includes:
Allison Township
Polly M.A. Spangler is on the ballot in Allison Township for a 6-year auditor position.
Avis Borough
Three individuals are listed on the ballot for a 4-year term on Avis Borough Council. This includes Amy J. Brooks, Denise R. Davidson and Michael R. Herman. Voters are directed to select four candidates total for this election.
Ernest N. Harter, III, is the lone Democratic candidate running for a 4-year term as mayor of the borough.
Cheri L. Aungst is listed as the sole candidate on the ballot for tax collector within the borough. The term is set for four years.
Beech Creek Borough
In Beech Creek Borough, Rebecca LaVelle is running for a 4-year term as the borough’s Inspector of Elections while Vickie Hanley is running for a 4-year term as the municipality’s Judge of Elections.
Beech Creek Township
In Beech Creek Township, Darlene Berry is running for a 4-year term as the township’s Inspector of Elections.
Chapman Township
In Chapman Township, Diane E. Paul will be running for a four-year term as the municipality’s Judge of Elections. Joyce A. Stewart is on the ballot for Inspector of Elections, a position that lasts four years.
Lock Haven City
With three Lock Haven City Council seats opening in 2026, incumbent Barbara L. Masorti is the lone Democrat included on the Primary Election ballot. Masorti is looking to secure another four-year term on council.
Clinton County
In Clinton County Government, both the coroner and treasurer seats are opening again in 2026. There is not a Democratic candidate listed for the treasurer’s seat. However, incumbent Coroner Zach Hanna will be included on the ballot, looking to secure another four-year term in the position.
Flemington Borough
In Flemington Borough, current Council Member Jo Anne LaRocque is tossing her hat in the ring for a four-year term as the municipality’s mayor. Also on the ballot will be Melanie Stover, who is seeking a four-year term as the borough’s Judge of Elections.
Lamar Township
In Lamar Township, incumbent Larry D. Rhine will look to secure a six-year term on the Lamar Township Board of Supervisors.
Lock Haven 4th Ward
In the City of Lock Haven’s 4th Ward, two positions are open for the Inspector of Elections and the Judge of Elections. Joann K. Marcinkevage is looking to secure a four-year term as the Inspector of Elections and Joanne M. Furl is looking to secure the Judge of Elections seat for four years.
Logan Township
In Logan Township, Glenda S. Mark is looking to serve as Inspector of Elections for a four-year term.
Loganton Borough
In Loganton Borough, Jane E. Rossman will be included on the Primary ballot for a six-year term as an auditor.
Mill Hall Borough
Linda Walker will be featured on the Primary ballot under Inspector of Elections. Walker is looking to earn a four-year term in the position.
Noyes Township
Janet L. DeMarte is running for a four-year term as Inspector of Elections in Noyes Township.
Pine Creek Township I
In Pine Creek Township Region I, G. David Friant is looking to secure a four-year term as Inspector of Elections.
Porter Township
In Porter Township, Mary Ann Clark is running for a four-year term as Inspector of Elections.
Renovo Borough
Two candidates will be featured on the Renovo Borough ballot for open council member positions — both as four-year terms. Four total seats are opening in 2026, with Corey Aungst and David Walker both tossing their hats in the ring. Also featured on the ballot will be Deborah Pedokus, who is running for a four-year term as the borough’s tax collector.
South Renovo Borough
In South Renovo Borough, three individuals will be running for separate positions within the municipality. Patricia A. Wilson will be running for Inspector of Elections; Jane Edwards is running for Judge of Elections; and Patricia Wilson is running for Tax Collector. All positions are four-year terms.
Woodward Township
In Woodward Township, incumbent Supervisor John L. Barth, II, is looking to secure another term on the board. Barth will be featured on the Primary ballot for a supervisor position with a six-year term. Also on the ballot will be Vicki J. Shoemaker running for Inspector of Elections and Kimberly Coleman running for Judge of Elections. Both positions are four-year terms.
REPUBLICANS
Allison Township
In Allison Township, Glenn Neff is looking to secure a two-year term on the municipality’s board of supervisors. Also looking for a supervisor seat is Joseph W. Darby, who is running for a six-year term. Gerri Miller will be featured on the ballot, looking to secure a four-year term as the township’s Judge of Elections.
Avis Borough
In Avis Borough, Jeremy Fanning will be included on the ballot for a four-year term as a borough council member. William Danis is looking to secure a four-year term as Inspector of Elections.
Bald Eagle Township
In Bald Eagle Township, two individuals and an incumbent will be running for a single six-year term on the board of supervisors. Incumbent Steve Tasselli will be running against Charles “Pete” Peters, Jr. and Tim Owens for the position, with only one able to earn a spot on the November ballot. Also on the township’s ballot will be Carol L. Yorks, who is looking to earn a spot as the township’s Judge of Elections on a four-year term and Kimberly A. Phillips, who is looking for a four-year term as the township’s Tax Collector.
Beech Creek Borough
In Beech Creek Borough, three individuals are running for one of four seats on borough council. All positions consist of four-year terms. Timothy L. Bittner, William T. Kessinger and Craig E. Lindsey will all be featured on the Primary ballot. Meanwhile, James R. Walker is the lone candidate for a four-year term as the borough’s mayor. Also featured on the ballot will be Jamie Orr, who is looking to earn a four-year term as the municipality’s Inspector of Elections.
Beech Creek Township
Two individuals will be running for an open seat on the Beech Creek Township Board of Supervisors. Timothy J. Muthler and Bradley J. Moore are looking to secure a spot on the November ballot for a six-year term. Also on the Primary ballot will be Elizabeth Falls, running for a four-year term as Inspector of Elections; and Marlene Rohrbaugh, who is running for a four-year term as Judge of Elections.
Castanea Township
In Castanea Township, incumbent Supervisor Brandon C. Coleman is looking to secure a six-year term on the board. Two individuals are also looking to take open seats as auditors for the township. Mary Margaret Winton is running for a six-year term and Vickie Long is running for a four-year term.
Chapman Township
In Chapman Township, Mitchell Shady is looking to fill a six-year term on the board of supervisors. Also on the ballot will be Maryanna Eschenbach, running for a four-year term as Inspector of Elections; and Marsha Davis, running for a four-year term as tax collector.
Lock Haven City
With three seats opening in 2026, Micah Clausen is the lone Republican candidate running for a four-year term on city council. The position is a four-year term.
Clinton County
Two individuals are looking to secure a spot on the November ballot as Clinton County Treasurer. Both incumbent Michelle “Mick” Kunes and newcomer Leslie D. Clukey will be featured on the Primary ballot for the position, which is a four-year term.
Crawford Township
In Crawford Township, Gerald Seyler is looking to secure another six-year term on the township’s board of supervisors.
Dunnstable Township
In Dunnstable Township, Thomas E. Bechtol, Jr. is running for a six-year term on the township’s board of supervisors. Also featured on the ballot will be Jeni Lucas, who is running for a four-year term as Inspector of Elections; Sue Weise, who is running for a four-year term as Judge of Elections; and Patty A. White who is running for a six-year term as tax collector.
Flemington Borough
In Flemington Borough, four incumbent council members are running to fill four seats. This includes Traci A. Kuntz, Stephen W. Hoy, Albert “Hap” Hill and David Grimm. All positions are a four-year term. Also on the borough’s ballot will be Vonda Miller who is running for a four-year term as Inspector of Elections.
Gallagher Township
Two individuals will be running for a seat on the Gallagher Township Board of Supervisors. William A. Mann and Steven L. Katherman will be included on the ballot for the six-year term. Also included on the ballot will be Rose M. Glassick, running for a four-year term as Inspector of Elections; and Becky J. Barner, running for a four-year term as tax collector.
Greene Township
Multiple people are running for a variety of seats in Greene Township. Justin J. Snook and Robert W. Bressler are looking to secure a spot on the November ballot for a six-year term as township supervisor. Nancy Barner and Pearl J. Bohnert are both running for a four-year term as Inspector of Elections. Also on the ballot will be Dawn M. Jeffries, who is running for a six-year term as auditor; and Mala Moore, running for a four-year term as tax collector.
Grugan Township
Richard A. Grenell, Sr. will run for a six-year term as Grugan Township supervisor.
Lamar Township
Three individuals are running for three different positions in Lamar Township. Larry E. Habasevich is running for a six-year term as auditor; Susan M. Moshier is running for a four-year term as Inspector of Elections; and Derrick Smith is running for a four-year term as Judge of Elections.
Leidy Township
Two people are running for Leidy Township’s Inspector of Elections. Cindy L. Pierce and Donna M. Grace have both tossed their hat into the ring for the four-year term. Also on the ballot will be Gail White, who is running for a four-year term as Judge of Elections.
Lock Haven 3rd Ward
In Lock Haven’s 3rd Ward, Bethany Brinker is running for a four-year term as Inspector of Elections and June Houser is running for a four-year term as Judge of Elections.
Lock Haven 4th Ward
In Lock Haven’s 4th Ward, Richard W. Marcinkevage is running for a four-year term as Inspector of Elections.
Logan Township
In Logan Township, Daniel McCormack is running for a six-year term on the municipality’s board of supervisors. Also on the ballot is Debra M. Weaver, running for a four-year term as Inspector of Elections; Candice R. Conoway running for a four-year term as Judge of Elections; and Lesley A. Stewart, running for a four-year term as tax collector.
Loganton Borough
With four openings on Loganton Borough Council, four Republican candidates will be featured on the Primary ballot. This includes Christopher Miller, Keith A. Erdley, Ryan Bierly and Kyler Miller. Each term runs four years. Also on the ballot is Ashleigh Shadle, running for a four-year term as mayor; and Teressa E. Miller, running for a four-year term as Judge of Elections.
Mill Hall Borough
Three incumbent Mill Hall Borough council members are looking to secure another four-year term. Derek J. Caris, Karen Houser and Derek Berry will all be featured on the Primary ballot in this upcoming election. Also on the ballot will be Penny L. Strunk, running for a four-year term as Inspector of Elections; and Tom Evers running for a four-year term as mayor. It was previously announced incumbent Mayor Thomas Bossert would not seek re-election this year.
Noyes Township
In Noyes Township, Jimmy Risley is running for a six-year term on the municipality’s board of supervisors. Also on the ballot is Jacqueline Weaver, running for a four-year term as Judge of Elections; and Victoria A. Morocko, running for a four-year term as tax collector.
Pine Creek Township
Pine Creek Township has two individuals interested in earning a spot on its board of supervisors. Kevin Ferrara and incumbent Supervisor Dean L. Edwards, Jr. are both looking to secure a six-year term this November with only one seat open. Also a contested race is a six-year term as auditor. Michele Whitney and Shaun L. Raudabaugh are running for this position. Also on the ballot will be Colleen Crowley, running for Judge of Elections in region I of the township; and Bonnie Nichols, running for Judge of Elections in region II.
Porter Township
In Porter Township, Philip Courter is running for a six-year term on the board of supervisors while Ronald A. Williams is running for a four-year term as Judge of Elections.
Renovo Borough
One candidate will be listed on the Republican ballot running for one of four open council seats. Each seat is a four-year term. Tracy E. Bruno is the lone candidate on the ballot for the Primary. In a contested race, incumbent Mayor Eugene M. Bruno will be running against Joseph Litz for a four-year term as borough mayor. Also on the ballot will be Trudy Serafini and Tracey E. Williams, both running for a four-year term as Inspector of Elections.
South Renovo Borough
In South Renovo Borough, Karen Overgord is running for a four-year term as Inspector of Elections.
Wayne Township
In Wayne Township, incumbent Supervisor James B. Maguire is looking to secure another six-year term on the board. Also on the ballot will be Penny Harter, running for Inspector of Elections; Marion Spong, running for Judge of Elections; and Jeri L. Goodbrod, running for tax collector.
Woodward Township
Eric Jacobs is throwing his hat into the ring for a six-year term as supervisor for the Woodward Township Board of Supervisors. Also on the ballot will be Rick Houseknecht, running for a four-year term as tax collector.
SCHOOL DISTRICTS
Multiple seats are opening for four-year terms on a variety of local school boards in the Clinton County area including at the Keystone Central School District and Jersey Shore Area School District.
Candidates for a school board election are able to cross-file for these elections, with the majority electing to do so. The following candidates are included on both the Democrat and Republican ballots on May 20:
Keystone Central
In the Keystone Central School District, four seats will be up for grabs in the 2025 election cycle. This includes Region II (Lamar Township, Mill Hall Borough), Region IX (Renovo Borough, South Renovo Borough, Leidy Township, Chapman Township, Steward Township, East Keating Township, Noyes Township, Grugan Township and Gallagher Township), Region V (Lock Haven 1st Ward, Woodward Township, Colebrook Township) and Region VII (Lock Haven’s 4th and 5th Wards).
Incumbent Board Member Elisabeth Lynch is currently the sole candidate running for the Region II seat on both ballots.
In Region IX, a seat currently held by Butch Knauff, two candidates are looking to earn a spot on the General Election ballot. Mary “Midge” Kramer will be included on both the Republican and Democrat ballots; with Megan Houser only featured on the Democratic ballot.
In Region V, a seat currently held by Tracy Smith, only one candidate will be listed on both ballots — Shelby Bohartz.
In Region VII, a seat currently held by Roger Elling, one candidate will be listed on both ballots — John E. Miller. It was previously announced in The Express that Lock Haven resident Aly Di Costanzo is running a write-in campaign to also earn a spot on the ballot in November for Region VII.
Jersey Shore
Two board positions will be open in the Clinton County portion of the Jersey Shore Area School District. This includes Region I (Avis Borough, Salladasburg Borough, Anthony, Brown, Cummings, McHenry, Mifflin, Pine Creek I and Watson townships); and Region III (Bastress, Crawford, Limestone, Nippenose and Piatt townships).
In Region I, Craig M. Allen is the lone candidate running for a four-year term on the board.
In Region III, incumbent Jessie Edwards and newcomer Neihl Williamson are running for a four-year term on the board.
