KC board reviews personnel items
MILL HALL — The Keystone Central School District Board of Directors will consider a variety of personnel items at its voting session this week.
During its work session, the board discussed a variety of topics regarding pay and workload, with talks becoming heated at times.
Board member Chris Scaff started the discussions, asking Superintendent Dr. Francis Redmon if the transfer of Christina Manning from director of pupil services to director of pupil services/Woodward Elementary school principal would cause an overload of work.
Redmon said the administration adjusted some of Manning’s tasks to avoid an overload.
“We’ve done some reshuffling with her specifically. We’ve taken off some of the things she was doing as pupil services director and leveled some things so she can be effective in both,” he said.
Scaff also asked a question regarding the list of transfers. He questioned why pay rates are listed with transfers, but are listed in other parts of the personnel list.
It was explained the transfer was only a change in title or slight adjustment to job responsibility, with that staff staying on the same pay rate.
Board member Elisabeth Lynch asked if those salaries could be listed.
“It would be nice if their salaries were mentioned by professionals so we know how much these folks are making,” she said, further saying it could create “consistency” with the list.
Redmon said he didn’t understand why the pay rate for transfers needed to be listed, noting that was already listed when they were hired.
“They’re already employed. I don’t understand why the board would want to see this information with every individual, every time they transfer,” he said. “If the board has a specific question about how we place people or how we talk about that procedure they can request the information.”
Lynch asked again why there would be anything wrong about listing the salaries.
Board President Roger Elling noted the procedure in place involves listing salaries for positions as they are filled.
Scaff said he asked the question because he wanted to know if there were changes.
“That’s why I was curious if the transfer included a change in pay. That’s what I was after,” he said.
Elling reiterated the transfer was staff “moving from point A to point B.”
Discussion amongst the board turned heated after Lynch asked if the board, or public, would be able to view the resume for the Woodward Elementary principal position.
“This is not about the person. This is about responsibility. I am very concerned that an elementary principal is going in there when it’s been documented… behavioral issues first come up in elementary school and those are the key years… otherwise it follows the child throughout their education,” she said. “Will the board be given, or will the public be given, the new recommended principal for Woodward Elementary’s resume, years of service?”
Elling was quick to respond, “No, absolutely not. That’s personnel stuff and that is not for the public.”
Lynch corrected herself, noting she was extremely dehydrated.
“What I’m saying is, for a board member to approve a principal of a school, I feel the principal responsibilities are key and very important. I will support someone if I know their skills, abilities and outcomes from previous experiences,” she said.
Board member Jeff Johnston asked Redmon if Manning has the proper certifications for the position. Redmon said yes.
Johnston said if she has the certifications and the state recognizes they are able to hold the position, then there was no reason to question that.
“I am very offended by the institution here that this person… that we’re questioning that person’s ability who has plenty of years of service in this district and prior to that,” he said. “I am totally upset by that. It’s uncalled for.”
Board member Dr. Bill Baldino said, if the legal aspects were followed, he wouldn’t take an issue with resumes being posted.
“I have no problem whatsoever with displaying the resumes for everybody who is working in a professional category for us here. I don’t think that’s a problem. I certainly had to do it in my professional capacity,” he said. “I think that to want to know those things and have it public knowledge, if it’s not illegal, is appropriate.”
Baldino also offered a response to Johnston’s comments.
“He certainly has the privilege to be offended if he wishes to,” he said, noting he did have questions regarding personnel.
Before any further back and forth could take place, Elling cut off the discussion.
The board will consider the following personnel items during its voting session on Thursday. Hiring of many of these individuals is contingent upon receipt of all required paperwork including, but not limited to, all necessary background checks that meet the appropriate standard(s) as required by Pennsylvania law:
