Linking Lock Haven: City plans open house for public review of transportation plan

LOCK HAVEN — The City of Lock Haven’s new active transportation plan, Linking Lock Haven, has reached its draft form and is ready for comments.
During its meeting Monday night, Lock Haven City Council heard from Planner Abbey Roberts about the draft plan and the next steps leading towards adoption.
According to Roberts, the plan is focused on increasing safety for alternative modes of transportation, like walking, biking, scooters, skateboards and more.
Months of community engagement, steering committee meetings and goal setting have ensured the plan represents the Lock Haven community.
The draft plan is available for review on the “Active Transportation Efforts” page of the City of Lock Haven Civil Space: https://lockhavenpa.civilspace.io/en/projects/active-transportation-efforts.
Anyone is welcome to review the plan and submit comments to Roberts via email at aroberts@lockhavenpa.gov by Aug. 29 at 4 p.m.
A community open house will be held on Aug. 21 as an opportunity for anyone to see the draft plan, ask questions and provide feedback to the project team. This event will be held at City Hall City Council Chambers, 20 E. Church St., Lock Haven, from 5:30 to 7 p.m. All are welcome to attend and share their thoughts about the draft plan.
Following the open house, the draft plan will be reviewed by the Lock Haven City Planning Commission at their meeting on Sept. 9. This is a public meeting held at 5:15 p.m. at city hall.
Council will then consider the plan for adoption at their regular meeting on Sept. 22 at 7 p.m. in council chambers.
Council Member Barb Masorti offered her thanks to Roberts and the many stakeholders involved in creating the draft plan.
She noted there were representatives from Commonwealth University-Lock Haven, Robb Elementary School, business owners, fire department and police and Downtown Lock Haven, Inc.
“There’s a lot of people involved in this. It isn’t just Abbey sitting in her office coming up with ideas. This was very much community based and we did a lot of talking to community members at events,” Masorti said.
Roberts noted there were also representatives from PennDOT who helped guide them towards additions to the plan that will help secure funding.
“This will really help us with funding. Basically any initiatives that we can point to and say ‘this is what the community wanted.’ It really gives us a leg up when we work on those applications,” Roberts said. “The goal is to make everyone aware of the priorities before it’s adopted.”
In other business, council:
— Approved the placement of a banner across Main Street advertising the Ross Library’s Fall Book Sale in September.
— Approved the use of Zindel Park for the People Helping People Race on Sept. 7. The approval is based on the condition that the organizers provide a map showcasing what parts of the park will be used and confirmation on restroom facilities.
— Approved the donation to the Lock Haven Fire Department’s Annual Halloween Parade planned for Saturday, Oct. 25, at 10 a.m. The parade will take place along East Main Street from North Henderson Street to Triangle Park. The donation will be used to purchase candy.
— Approved an application for the 2025 Community Development Block Grant funding along with a financial management plan, Section 504 plan and Fair Housing agreement that are required for submission.
— Adopted Ordinance No. 2025-06 regarding the regulation, care and maintenance of trees within the city’s right-of-ways.
— Adopted Ordinance No. 2025-07, an amendment for wastewater local limits.
— Considered amending a section of the Ross Library Bylaws per request of its board.
— Reviewed a Department of Environmental Protection inspection report for August 2025 which found no violations.
Council’s next meeting will be held on Monday, Sept. 8, at 7 p.m., at city hall and streamed on the city’s YouTube channel.
