MH Boro discusses emergency services ordinance

MILL HALL — During its meeting this month, Mill Hall Borough clarified its agreement with Mill Hall Volunteer Fire Co. and the use of other emergency services while working to approve ordinances into 2026.

The voting, which took place on Tuesday night, was not for a new fire company for the borough, but for updates to be sent to the borough’s solicitor to be added into their ordinance.

In the updated ordinance, Secretary April Bittner said that, “we are taking out a specific name of the Mill Hall Fire Company and we’re replacing it with ‘designated fire company’ the whole way through the document.”

At this time there has been no discussion on whether or not a named fire company will take over emergency services for the borough.

Council voted in favor of the additional change mentioned above, as well as, including specific changes to item numbers five and six of the current draft.

“Item number five says the city shall investigate obtaining two additional engine tankers and using its best efforts to store at least one of them, if possible both of them, at the Mill Hall borough building,” said president Anthony Walker.

At its meeting earlier this month, Lock Haven City Council approved a three-year proposal from the borough for use of its fire department. The agreement would see one of the city’s fire apparatus stored within the borough. It further noted a volunteer member of one of the city’s fire departments, who may reside in the borough, could be appointed as a district chief for the area.

The change for the items Walker mentioned came after he shared there is not enough room to store two engines and should be amended.

“Item number 6 says the city shall amend its code of ordinances to create a third fire district, which shall include the borough,” Walker continued, “the district chief of the district shall be appointed from the membership of each of the two city fire companies (Eastside Fire and Citizens Hose) with preference given to a resident of the borough who otherwise meets the qualifications provided.”

While many council members sat quietly, Walker expressed that an additional district is unnecessary.

“Just my own opinion that there is no need for a third district realm of officers here. They have enough in the city,” he said.

The motion was voted on and passed to send the updates to the borough solicitor.

“Is the potential there for Mill Hall Fire Company to regain that back if things are met,” asked community member Donald Grant, a volunteer member of the Mill Hall Fire Company.

The board had no direct objections, with Walker stating, “yes, absolutely.”
