Clinton County Government employees receive pay bump in 2026

LOCK HAVEN — All non-elected employees in the Clinton County Government received a 75 cent per hour raise at the start of the new year.
The raises were approved by the Clinton County Board of Commissioners and the Salary Board — which includes the board, Treasurer Michele Kunes and various elected officials.
During its first regular meeting of 2026, the board approved two Memorandums of Understanding between the county and Council 86 of AFSCME to approve an amendment to collective bargaining agreements for all court-related and court-appointed employees along with corrections officers and maintenance workers at the Clinton County Correctional Facility.
The update will see each of these employees receiving a 75 cent raise effective the first pay period of 2026.
The Salary Board also unanimously approved 75 cent raises for employees under the supervision of the following officials: the commissioners; Kunes; President Judge Craig Miller; Prothonotary Cindy Love; Register and Recorder Jennifer Hoy; Sheriff Kerry Stover; District Attorney Dave Strouse and Coroner Zach Hanna.
Also during the Salary Board Meeting, the following was approved:
— Established an administrative assistant position at a starting salary of $31,979. The position will serve as a receptionist for various departments at the Piper Building.
— Approved an additional increase of 5 percent to Director of Victim Services, Jennifer Bottorf, to $72,316.88, effective the first pay period of 2026.
— Approved a 5 percent increase for Daniel Ake, for a temporary promotion from GIS Technician to GIS Director, at a salary of $67,067.50, effective the first pay period.
— Set the following hourly rates for part-time employees: assessor, assessment, $17 per hour; custodial workers, housekeeping, $16.25 per hour; corrections officers and CCCF maintenance, $16.25 per hour; fully trained 9-1-1 dispatchers, $17.50 per hour; paid interns, $13.50 per hour.
— Increased the public defenders’ salaries by $1,462.50 annually, effective Jan. 1.
— Approved the compensation of Tipstave’s at $75 per diem from Jan. 1 to Dec. 31.
— Approved the following part time positions: clerk typist/microfilmer/scanner, $16.25 per hour; and archival intern, $13.50 per hour.
— Approved the hourly rate for all part-time security positions to $17.50 per hour.
— Approved the hourly rate for part-time deputy sheriffs at $17.50 per hour.
— Approved an increase for the part-time assistant district attorney of $1,462.50 annually.
— Approved an increase for part-time deputy coroner, Jennifer Sholley, of $1,462.50 annually.
During its regular meeting, the board of commissioners:
— Approved the appointment of chief clerk, solicitor and chief assessor.
— Approved the assignment of commissioner representatives to boards and authorities for 2026.
— Approved the 2026 funding commitment for the Agricultural Preservation Program for $33,300.50.
— Approved an amendment to the 911 Regional Next Generation System Agreement to add Potter County as a participating county, effective Jan. 2.
— Approved the 2025 9-1-1 Statewide Interconnectivity Grant agreement between the county and Pennsylvania Emergency Management Agency (PEMA), to support Clinton ILEC maintenance, NG911 GIS maintenance and North Central Radio maintenance projects in the amount of $83,415.25 effective Jan. 1 to Dec. 31, with the agreement term extending through Jan. 31, 2027.
