Commissioners OK agreement with youth detention center

LOCK HAVEN — Following a presentation about a proposed change to its agreement with the Central Counties Youth Center (CCYC) at its work session Monday, the Clinton County Board of Commissioners approved entering into the new agreement on Thursday at its voting meeting.

During its work session Monday, the board heard from Juvenile Probation Director Jason Foltz regarding the changes being made to the agreement.

The CCYC is owned and operated by five counties — Clinton, Centre, Huntington, Mifflin and Clearfield — and, according to its website, “is a structured environment providing secure, safe surroundings for both the youth and the community while the youth await court proceedings.”

The facility is located across from the Centre County Correctional Facility in Bellefonte and may be utilized by the five counties. According to Foltz, numerous other counties that do not own the facility may use it when beds are available.

Foltz said the facility has 14 beds, with it averaging about 6 to 8 juveniles at a time due to staffing.

Foltz told the board the agreement update focuses on how much each owner-county must pay annually. He said the previous cost system would take a five-year average of days used by each county to find what allocation would be made. Payments are made in quarterly installments.

The new owner agreement, approved unanimously Thursday, would see the county contribute $68,354 for an overall, estimated cost of $327,817, effective Jan. 15 to Dec. 31.

In other business, the board:

— Approved an agreement between the county and Fairfield Computer Agency for a county-wide licensing system to replace the treasurer license system, supporting dog, small games of chance, pistol, special raffle and Bingo licenses and expanding online services. The system will cost $500 for set-up and training with additional work at $100 per hour. Following this there would be a $110 monthly fee.

— Approved the purchase of a national fluorine-free foam concentrate (330 gallon tote) from Witmer Public Safety Group, Inc. at a cost of $17,065 from the Hazardous Waste Materials Response Fund.

— Tabled a one-year subscription renewal from CWD-G for Cisco Duo Multi Factor Authentication License to allow county staff to review other offers.

— Approved a renewal for Trend Micro Anti-Virus Software license through Gov Connection, Inc. from Feb. 15, 2026, to Feb. 15, 2027, at a cost of $7,977.

— Approved a quote from Precise Electrical and Facilities Services for lighting maintenance and repair for the Constitution Bridge at a cost of $8,505.

— Approved applying for the 2025-2026 Hazardous Material Response Fund Grant through the Pennsylvania Emergency Management Agency (PEMA).

— Approved a Juvenile Probation Services Grant agreement with PA Juvenile Court Judges’ Commission for $36,721.

— Approved a 60-month copier lease agreement between the county and Willits Copier, Inc. for the auditor’s office with a monthly payment of $77, including a $27.60 service contract, effective Jan. 1.
