County begins Comprehensive Plan update; Looks for community input

LOCK HAVEN — Clinton County Government, through the direction of its planning department, has officially launched the process for its Comprehensive Plan and Greenway Plan.
“This plan will develop goals and priorities for Clinton County spanning the next 10-15 years,” a release from county government said.
County commissioners initially began the process for the plan back in August 2025 when it approved a contract with Mackin Engineers and Consultants, of Pittsburgh, to spearhead the projects.
The cost of the plan, Planner/Engineer Steve Gibson said at the time, was $149,730 and be paid for through a MAPP grant from the Department of Community and Economic Development (DCED) and a C2P2 Planning grant from the Department of Conservation and Natural Resources (DCNR).
According to information about the process from Mackin on its website, tinyurl.com/CCcomprehensiveplan, the comprehensive plan will “establish an overall framework to guide future decision-making related to land use, housing, transportation, economic development, public services and environmental stewardship.”
The Greenways Plan focuses on parks, trails, waterways, open space and natural resources.
“While each plan has a distinct purpose, they are closely related and will be developed together to ensure a coordinated approach to Clinton County’s future,” Mackin stated.
The comprehensive plan update, similar to the one completed by the City of Lock Haven in 2021, will involve participation from local stakeholders and community members.
County officials are requesting residents visit tinyurl.com/CCcomprehensiveplan and select the “Public Input” tab. From there you will be able to take the survey.

“Public input is essential to both efforts and will help shape recommendations that reflect community needs, values and priorities. Together, these plans will create a shared vision for a more connected, resilient and vibrant Clinton County,” according to information from Mackin’s website.
Also featured on the website are other plans created in previous years. This includes the county’s 2014 Comprehensive Plan, the Emergency Operations Plan, Hazard Mitigation Plan, the previous Greenways and Open Space Plan, 2024 Community Assessment, Clinton County Multimodal Strategy and Bicycle and Pedestrian Safety Study.
