Commissioners celebrate EMS personnel

Highlight their vital role with proclamation

LOCK HAVEN — The Clinton County Board of Commissioners honored those who provide critical, lifesaving care to residents and visitors by proclaiming May 17 through 23, 2026 as EMS Week.

According to information shared by Commissioner Angela Harding from the proclamation, emergency medical services personnel complete extensive training and continuing education to maintain the skills needed to provide high-quality emergency medical care.

“Emergency medical services providers play a vital role in strengthening our healthcare system through emergency response, community outreach, preventative care and coordination of medical services throughout our communities,” Harding read from the proclamation.

It was noted that the county’s EMS system is “made up of dedicated career and volunteer professionals, including emergency medical technicians, paramedics, dispatchers, firefighters, law enforcements officers, nurses, physicians, educators and other healthcare providers committed to protecting public health and safety.”

The commissioners encouraged the community to find ways to recognize EMS professionals and their community partners throughout this week and beyond.

Accepting the proclamation were several representatives from the EMS community including: Bethy Whitty, of the county planning department, Ben Landrum and Darren King from Lock Haven EMS, Delmar Blackwell, Chris Rupert and Lori Rhodes from the department of emergency services and Cathy Grimes of the Seven Mountains EMS Council.

Grimes commended the county’s EMS personnel following the approval of the proclamation.

“We are not the boots on the ground but these people are. I’m proud of the work that they do everyday,” she said.

Rupert, who has just over 30 years of experience in the emergency response profession, noted there is a great team in Clinton County.

In other business the commissioners:

— Approved the following 2026 Liquid Fuels funding: $26,500 for City of Lock Haven. This is a cost-sharing contribution toward annual lighting expenses at Route 220 and Paul Mack Boulevard ($1,500) and milling, paving and ADA/curb upgrades on Race Street from Water to Main, Fourth Street from Water to Railroad, and Third Street from Water to Mary’s Alley for $25,000; Greene Township, $20,000 for resurfacing about 1.2 miles of Fourth Gap Road; Lamar Township for $2,351 in a cost-share contribution for a three-year lighting agreement; Logan Township, $45,000 for a bridge replacement project on Summer Mountain Road over Fishing Creek; and West Keating Township for $19,975 for removal of asphalt, base repairs and placement of blacktop on Keating Mountain Road between Old Elbow Lane and Jim L. Road near Sandrock Road and Black Hill Road.

— Approved a contract renewal for one-year of the Silver Plan, Pro-Active Maintenance and 7×24 Emergency Service offered by United Power & Battery, effective Aug. 1, 2026 for server room UPS units at the Garden and Piper buildings at a cost of $5,640.

— Approved a one-year renewal with Morefield Communications for maintenance of a single informcast advance notification system for $2,640.

— Approved a one-year renewal agreement with CDW for VMWare Horizon Licensing, consisting of 10 user licenses, for continued support of the county’s virtual desktop environment utilized by multiple departments for $4,980.

— Approved a professional and administrative services agreement with SEDA-COG for environmental review services associated with the Home Investment Partnership Program, including required environmental reviews in accordance with the National Environmental Police Act from Dec. 22, 2025 to Dec. 21, 2026.

— Approved the 2026-28 Emergency Management Performance Grant agreement with PEMA, covering the performance period from Oct. 1, 2026 to Sept. 30, 2028 for $43,270.
