JS Middle School paraprofessional charged with rape, related counts

An ISS paraprofessional employee with the Jersey Shore Area Middle School was arraigned on rape and other related related charges Friday before District Judge William Solomon.
Brian S. Witner, 39, of 1091 River Mill Road, Jersey Shore, is accused of sexually assaulting a 15-year-old female at his residence on Dec. 3, 2025, according to a Lycoming Regional Police affidavit.
The incident is unrelated to his employment with the middle school. The district website, last updated eight months ago, still listed Witner as an employee as of 3:30 p.m. Friday.
Police were contacted by an educational facility in the Williamsport area on Dec. 4, to report that a female student had allegedly been sexually assaulted by Witner in his home the night prior.
According to the alleged victim, Witner had engaged in unprotected intercourse and other activities.
The alleged victim stated that at one point during the encounter, she had pinched his neck.
While executing a search warrant at Witner’s home, police observed him to have a large red mark on his neck, according to court documents.
Police also confiscated interior surveillance camera footage and clothing worn by the alleged victim the previous night.
On the afternoon of Dec. 4, Witner’s wife can be heard discussing why she was on her way to the hospital.
“You were in a bedroom with a closed door! I told you not to be in a room alone with her and this is why,” she can be heard yelling at Witner over the phone, court filings said.
State police lab results allegedly returned a positive match for the presence of Witner’s DNA in both the underwear belonging to the alleged victim seized by police, as well as on samples collected during a sexual assault evaluation kit collected from the alleged victim.
The samples were confirmed to be that of Witner’s bloodline, and it was concluded that the samples taken from the underwear were more than 16 octillion times more likely to come from the alleged victim and Witner than the alleged victim and any other unknown person, according to the police report.
Witner was arraigned on charges of rape, statutory sexual assault, involuntary deviate sexual intercourse, aggravated indecent assault, unlawful contact with a minor, sexual assault, indecent assault, corruption of minors and endangering the welfare of children, and remember to the Lycoming County Prison in lieu of $150,000 monetary bail.
He is scheduled for a preliminary hearing at 9:30 a.m. on May 20.
