Updated Zoning, SALDO ordinances available for review

Adoption expected in August

LOCK HAVEN — After over a year of work, Lock Haven City Council had its first look at the draft of the updated Zoning Ordinance and Subdivision and Land Development Ordinance (SALDO) this week.

City Planner/Interim Manager Abbey Roberts told council the steering committee has been working for over a year on the two ordinances, noting their goal was to make them easier to understand and the development process within the city to run smoother. She noted the drafts were presented to the city’s planning commission, the steering committee, the Clinton County Planning Commission and the city’s solicitor.

The next step is public review.

A hard copy of the plan is available at the Ross Library and a digital version can be found on the city’s Civil Space page.

Roberts specifically pointed to three links within the draft.

“The first is for the Zoning Ordinance, the second for the SALDO and the third is for the zoning map that’s an interactive map so you can slide back and forth to see the current district versus the proposed district,” she said.

With the public review process underway, Roberts said the planning commission will meet on July 7 to consider a recommendation to council for adoption.

“A public hearing will be held on July 20 a little before council’s regular meeting at 6 p.m. We’ll have time to answer questions,” she said, noting project consultant Michael Baker will be in attendance to answer questions.

Council will consider adopting both ordinances at its regular meeting that evening with a final adoption slated for Aug. 3.

Roberts noted the process to create the ordinance updates was a long one and involved multiple focus groups and community input among other things.

Councilmember Barbara Masorti, who serves on the steering committee, said Michael Baker has been excellent to work with throughout the process.

“They’ve been very informative. When we went around on a tour (of the city) they had such insight into small communities like ours and really making our ordinance more modern and more appropriate for the things we want to see and how we want to see the city moving forward,” Masorti said. “I think everybody is going to be pleased with how it turned out.”

Masorti encouraged everyone to review it, noting she’s been impressed with how smooth the process was.

Councilmember Tami Brannan, who serves on the city’s planning commission as council’s liaison, said she really appreciates the chart.

“It’s so easy to pull up the chart and explain something,” she said. “Cyndi and Abbey and the rest of staff, the steering committee and planning commission have been working really hard to make these good, solid zoning ordinances,” she said.
