LOCK HAVEN -- The Clinton County Board of Commissioners approved a number of personnel items during its voting session this week, including hiring an assistant district attorney and reestablishing a position in its probation department under a new title.
The first item approved was the promotion of Justin Davy from deputy sheriff to level I deputy sheriff following his graduation from the sheriff's academy. This promotion is effective Aug. 24 with Davy receiving a salary of $40,335 annually.
Also in the sheriff's department, the commissioners approved hiring Nathan Powley as a full-time deputy sheriff, effective Aug. 31, at an annual salary of $38,304.
In its probation department, the commissioners convened the salary board to reestablish the probation supervisor position to a new title, adult probation and specialty courts supervisor, effective Aug. 24, at a starting salary of $51,532 annually.
Following this, during its regular meeting, the board unanimously approved the promotion of Matthew VanGorder from adult probation officer to this new position, at an annual salary of $54,274.52.
The commissioners also confirmed hiring Nova Simcox as a full-time adult probation officer, effective Sept. 8, at an annual salary of $41,981.
In the district attorney's office, the commissioners approved hiring John Hicks as a full-time assistant district attorney at a salary of $76,050. This compensation, according to the board, is based on Hicks' background, education and knowledge as recommended by District Attorney Dave Strouse.
In other business, the board:
-- Approved the fiscal year 2026-2027 Medical Assistance Transportation Program (MATP) conditions of funding and participation between the county and the Pennsylvania Department of Human Services for transportation services to eligible medical assistance recipients, effective July 1 through June 30, 2027.
-- Approved a Hazardous Material Response Fund grant agreement between the county and the Pennsylvania Emergency Management Agency for $2,324, to support eligible hazardous-material response measures. The agreement is effective July 1 through June 30, 2027.
-- Approved a quote between the county and Morefield Communications, Inc. to provide professional consulting services to assess the county's server, storage, virtualization and application-hosting environment and recommend modernization options at a cost of $3,696.
-- Approved the Federal Fiscal Year 2025 State Homeland Security grant program agreement between the county and PEMA and the North Central Task Force in the amount of $598,752 to support regional planning, training, preparedness and response capabilities. The performance period is Sept. 1, 2025 through Aug. 31, 2028.
-- Approved the 2027 RASA/VOJO grant application between the county and the Pennsylvania Commission on Crime and Delinquency in the amount of $38,427, to provide services to victims of adult and juvenile offenders throughout the criminal and juvenile justice processes. This is effective Jan. 1, 2027 through Dec. 31, 2027.
-- Approved a partnership between the county and The Wild Valleys Film Office of Pennsylvania. This partnership recognizes the organization at the film commission serving the county and North Central Pennsylvania and providing film-industry promotion and coordination services. This comes at no cost to the county.
-- Approved a modification to a previously approved $250,000 loan to Uncle Al's Realty, LLC, acknowledging an increase in the interest rate on the owner-financed portions of the project to the applicable federal rate of 4.92 percent. The county loan will remain at 3 percent for a term of 15 years, and all previously approved collateral, security and guarantee requirements will remain unchanged.
-- Awarded the Tidlow Dam bypass fish and paddle passage feasibility study to Recreation Engineering and Planning. The study is funded through a Pennsylvania Fish and Boat Commission Boating and Facilities Grant, contingent on final contract review by the county's solicitor.
-- Approved a loan to Harbecflem, LLC for $250,000 at an interest rate of 3 percent for a term of 15 years, secured by a second mortgage lien on 201 E. Bald Eagle St., Lock Haven, as recommended by the Clinton County Loan Administration Board.
