MILL HALL -- A Williamsport man out on unsecured bail for the sexual assault of a child was arrested by Mill Hall Borough Police this week for the alleged rape of a teenager in the borough in June.
John Mitchell Poorman, Jr. was taken into custody on Sept. 9 following an investigation by Borough Police Officer Bryan Burger which began in late August. Poorman is charged with felony counts of attempted rape of a child, two counts of aggravated indecent assault, indecent assault of a child, attempt involuntary deviate sexual intercourse of a child under 16 years old, corruption of minors and endangering the welfare of a child.
According to an arrest affidavit filed through District Judge Heidi Wright's office, a report was made to police about the assault of the child, who is under 14 years old, on Aug. 25.
The affidavit said the child told the person Poorman "touched the child inappropriately and tried to have sex with the child." The incident occurred in the borough between June 17 and June 18.
After sending an alert to the Pennsylvania Child Line, a forensic interview was conducted on Sept. 1 by the Centre County Children's Advocacy Center in Bellefonte.
"These interviews are performed by forensic interviewers specially trained to help child victims of abuse," the affidavit stated.
The interview took place on Sept. 1.
The child said Poorman went to a home in the borough where the child was located and alone.
The affidavit said Poorman entered the home and sat next to the child, who was wearing shorts and a sweater at the time, on the couch.
The victim told police Poorman began rubbing the inside of her thigh and proceeded to put his hand under her shorts and underwear.
The affidavit noted Poorman digitally penetrated the child "which caused pain and fear" before opening his shorts and exposing himself.
The victim told police Poorman forced her to perform oral sex on him. A short time after, the child went into the kitchen, stating she "wanted to cry but was afraid to."
Poorman then entered the kitchen and attempted to pull her shorts down.
"The child said, thankfully, the phone rang which made Poorman stop what he was doing to the child," the affidavit said. "The child said Poorman went back into the living room and sat on the couch while (she) stood in fear and not knowing what to do."
The child told police she heard a noise that sounded like "mac and cheese being stirred" and said she looked to see Poorman openly masturbating on the couch.
The affidavit noted Poorman was previously charged with similar crimes on May 21, 2026, in Lycoming County by the Williamsport Police Department.
Court documents from Lycoming County revealed Poorman was released on unsecured bail the same day he was arrested by a district judge.
Borough police arrested Poorman on Sept. 9 and placed in the Clinton County Correctional Facility. Judge Wright denied bail for this case.
A preliminary hearing is scheduled for Sept. 14.
