LOCK HAVEN -- The Clinton County Board of Commissioners took care of a number of loan-related matters during its voting session this week.
Three items were up for consideration related to the Clinton County Revolving Loan Fund on Thursday morning. Each was approved unanimously by the board and included:
-- An agreement subordinating the county's current second mortgage on 216 E. Main St., Lock Haven, securing the loan from the county's revolving loan fund to Schlesinger Properties, Inc., in the amount of $126,000, to a First Keystone Community Bank mortgage, in the amount of $360,000, and a First Keystone Community Bank line of credit in the amount of $34,000. The change of the agreement would place the county's loan as a third priority, and taking a first mortgage position on 21 E. Main St., Lock Haven, as recommended by the revolving loan board.
-- A loan to DEP Tactical, LLC and RKJH, LLC in the amount of $150,000 to be used for the purchase of real property and inventory at 20-70 Woodward Ave., Lock Haven. The loan is for a term of 15 years at an interest rate of 3 percent per annum, to be secured by a second mortgage on the project property, a second lien UCC filing on the business assets and personal guarantees from Edward Hosler and Rebecca Jacobs-Hosler.
-- A loan to Haven Pool and Spa, LLC for $69,000 to be used for the purchase of equipment and inventory at 151 Hogan Boulevard, Mill Hall. The term of the loan is five years at an interest rate of 3 percent per annum and is secured by a third mortgage on the project property, a second lien UCC filing, a fourth mortgage on 149 Pepper Run Road, Loganton, and personal guarantees of Lukes D. Coakley and Alyssa J. Coakley.
The commissioners approved a number of other items on Thursday including:
-- A 2025 Community Development Block Grant budget modification and authorization for submission to the Department of Community and Economic Development to reallocate $72,600 from the Flemington curb ramps RAB project to the state route 150 architectural barrier removal project.
-- A Memorandum of Understanding between the county and AFSCME Council 13, Local 941, regarding acting lieutenant assignments and union representation at the Clinton County Correctional Facility, effective Sept. 21, 2026.
-- An application for County Adult Probation Grant-In-Aid with the PA Commission on Crime and Delinquency for the county's probation department, effective July 1, 2026 to June 30, 2027, for a grant award of $62,412.
-- Award the historic railroad signal foundation project to W.M.L. Robinson Concrete Contractors, in the amount of $10,000, contingent on an acceptable project start date.
-- A resignation from Sydney Arrigale, caseworker in Children and Youth Services, effective Oct. 9, 2026.
-- Hiring Bryce Trostrup, sheriff deputy, effective Oct. 26 at a starting salary of $38,304.
-- Hiring Michelle Shady as administrative/payroll assistant for the commissioners' office, effective Sept. 28, at a starting salary of $33,208.
-- Hiring Tina Barber as administrative assistant at the Piper Building, effective Oct. 12, at a starting salary of $31,980.
-- An increase in starting salary for Tyler Butler, sheriff level II-corporal, at a new rate of $48,710.68, effective Nov. 2. This is based on Butler's prior sheriff's office experience, knowledge of the department operations and certifications currently held.
