WILLIAMSPORT -- A Centre County man has been accused of assaulting officers during the Jan. 6, 2021, riot at the Capitol in Washington while the Electoral College was in session.
Terry Allen, of Spring Mills, was ordered Friday by the U.S. Middle District Magistrate Judge William I. Arbuckle to be transported to Washington where he is to appear before a judge on July 23.
Allen is accused of attacking officers with a flag stick and throwing what appears to be a metal pole at them, all of which was captured on video.
According to an FBI complaint filed in federal court in the District of Columbia, Allen is facing these charges: Knowingly entering restricted grounds without lawful authority, disruptive conduct, engaging in physical violence in a restricted area, obstruction of law enforcement during civil disorder and assaulting, resisting or impeding a federal officer.
The following is taken from the FBI's statement of facts filed with the court:
Allen is seen about 12:58 p.m. on the Capitol's West Plaza wearing a white sweatshirt, an army green backpack and a camouflage Trump hat carrying a black and red flag attached to a wooden pole about five feet in length.
He was recognized by his long, white beard though his facial hair at times was covered by a black head covering or gaiter.
About 1:05 p.m. video shows Allen shoving officers using the flagpole as a lance by driving it into them in a stabbing motion.
Law enforcement officers pushed back the crowd and established a defensive line of bicycle racks. Allen is seen near that line at 1:13 p.m.
Approximately nine minutes later Allen is seen approaching the line, picking up what appears to be metallic fencing and hands it to others behind him.
At 1:56 p.m. as officers and rioters engage in hand-to-hand combat, footage shows Allen approaching the police line holding what appears to be a black metallic pole in one hand and a flagpole in the other.
He then holds them together with two hands and points them toward officers similar to what he did with the flagpole earlier.
As officers deploy pepper spray, Allen is seen throwing what appears to be the metallic pole at officers standing less than 10 feet away.
The Metropolitan Police Departments had issued a "seeking information poster" for a person it identified as UNSUB 31, the FBI says.
On June 17, 2022, an individual who does not know Allen provided from publicly accessible sources like YouTube screen captures and videos of the riot and from a Nov. 14, 2020, event in Washington.
An individual is seen at both events with the same distinctive black Trump flag and wearing tactical gloves.
The images were shown to a Pennsylvania state trooper this past Feb. 6 and he identified the individual as Allen, whom he had stopped in January 2020 for traffic violations.
An individual who knows Allen confirmed the identification and told the FBI he allegedly has a stockpile of guns, food and propane, according to the agency.
Centre County court records indicate Allen in 1984 was charged with assaulting a State College police officer, he pleaded guilty to aggravated assault and served two years in the county prison, the FBI says.
A complaint it received in 2011 that Allen possessed a fully automatic machine gun was never fully resolved, the FBI says.
Another central Pennsylvania man is scheduled to be sentenced later this month in Washington after a judge found him guilty in November on charges of corruptly obstructing an official proceeding and assault or impeding officers.
Brian Gundersen, 29, of Lock Haven, had driven to Washington to attend President Trump's rally and followed others to the Capitol.
More than 1,000 people have been charged with participating in the riot.
