Two physically assaulted by minor

LOCK HAVEN -- A 12-year-old Lock Haven girl faces charges of strangulation, simple assault, terroristic threats and criminal mischief after an incident along South Allegheny Street in Woodward Township on Jan. 24 and Jan. 25, Woodward Township Police reported.

According to police, at about 5 p.m. on Jan. 24 and at about 12:45 p.m. on Jan. 25, the girl allegedly engaged in assaultive and damaging behavior at a resident.

The girl is accused of assaulting two people, including choking one around the neck and punching both persons, causing injuries, police said.

The juvenile allegedly damaged several items of property, including a TV and wooden utensils and also damaged a door-frame, police said.

She fled the scene but was later apprehended by police and detained by Clinton County Juvenile Probation officials in a juvenile detention facility, police said.

Charges were filed through juvenile court.

Prohibited offensive weapons

BELLEFONTE -- On Jan. 27, at approximately 8:14 a.m., state police at Rockview responded to a complaint of a person attempting to exit a moving vehicle at Axemann Road and Eppley White Road in Bellefonte.

According to police, two of the vehicle's occupants were arrested and an investigation is ongoing.

Fraud

LOCK HAVEN -- Louguens Hilaire, 32, of Lock Haven, was found to have numerous counterfeit documents including a registration plate, registration credential card and two inspection stickers, Woodward Township Police reported.

According to police, Hilaire did not have a driver's license, the vehicle Hilaire was driving was uninsured, unregistered and uninspected.

After an investigation, Hilaire was charged with 11 offenses including: altered, forged or counterfeit documents and plates; fraudulent use or removal of registration plate; required financial responsibility; investigation by police officers; driver's required to be licensed; registration and certificate of title required; operation of vehicle without inspection and violations of use of inspection certificate, police said.

A warrant has been issued for his arrest, police said.
