WILLIAMSPORT -- Troy Bennett Bailey Sr. and a second man, Muhammad Davis, were charged Monday morning with first degree murder in the kidnapping and shooting deaths of Alisha Seese and Ronald Dailey overnight Jan. 11, according to city police.

Bailey, 57, Seese’s estranged boyfriend, and Davis, who turned, 49 on Sunday, allegedly kidnapped the two as they were leaving their shift at Lycoming Engines, 652 Oliver St. about 10:10 p.m. on January 11, police said

Surveillance video from the plant captured the abduction of Seese and Dailey, both of whom were employed as contracted security guards through another company, investigators said.

As Dailey, 37, approached his white BMW in the plant’s parking lot, “he is confronted by two individuals and physically put in the driver’s seat of his SUV,” Agent Laura Kitko said in an affidavit.

A few minutes later, the surveillance video also showed the same two “individuals approach Seese from behind Dailey’s vehicle. After approximately two minutes of what appeared to be a struggle between Seese and the two individuals,” Kitko said. After Seese was forced in the BMW, both men also get in the SUV, which then heads out of the parking lot at 10:14 p.m.

Just after 2 a.m., city police were called to 600 block of Ames Place to investigate a report of shots fired, Kitko said.

In checking the nearby 1700 block of Terrace Place, police found Dailey’s SUV. Dailey was found dead in the driver’s seat while Seese, also 37, was found dead “on the ground, just outside the front passenger side of the vehicle,” Kitko said. Initially, police reported the two were found inside the SUV.

“Dailey was shot one time in the back of his head and one time in the face,” Kitko wrote in a criminal complaint.

“Seese was shot two times in the back of the head,” Kitko said in the complaint.

Bailey and Seese had were in a relationship for eight years and two lived together in the 400 block Hawthorne Street until early December, Kitko said.

At that point, Seese ordered "Bailey to move his belongings out of her home. In a text message, Seese cut off her relationship with Bailey and expressed that she did not want to speak with him ever again,” it was stated in the affidavit.

“As of December, Seese and Bailey were both working as security officers at Lycoming Engines,” the affidavit stated.

Seese obtained a protection from abuse order against Bailey on Dec. 5, which was subsequently served on him.

When the final protection order was granted on Dec. 15, “Bailey was laid off from his job as a security officer,” Kitko said. His last paycheck from the security firm was Dec. 15.

“After being laid off, Bailey continued to monitor Seese’s whereabouts, and on several occasions would park his vehicle along the route she used to return home from work and would watch her,” Kitko said in the affidavit.

After Seese kicked him out, Bailey moved in at a relative’s home in the 2800 block of Linn Street. While there, investigators alleged he stole a handgun on or about Dec. 21 from the house, and it is believed to be the firearm he used to allegedly kill Seese and Dailey.

After the theft of the firearm, Bailey moved to his current home at 1209 High St., Kitko said.

Although the shots fired call came in at 2:06 a.m on Jan 12, the caller told officers he actually heard the shots “a few hours ago, but didn’t call right away because they were not certain,” it was stated in the affidavit.

Davis, who lived with Bailey on High Street, has admitted his involvement in the double murder, the affidavit stated.

Bailey and Davis face multiple counts, including first degree murder, second degree murder, kidnapping, robbery and related offenses.

Bailey, already incarcerated on other criminal matters, and Davis, formerly of McElhatten, also already jailed on other charges, were recommitted after District Judge Christian Frey.

Bailey’s current girlfriend, Sandy Perez, 43, of 1647 Catherine St., has been charged.
