Accidental death
NORTH BEND -- State police at Lamar are still investigating the death of a fisherman in Young Womans Creek, Chapman Township.
James Ray, a 31-year-old from Benton, was found unresponsive in the creek, on Saturday, April 6, at about 2 p.m.
Police said Ray entered the creek for an unknown reason, and was found submerged under the water partially underneath a downed tree, a short distance from his fishing gear.
Attempts to revive Ray on scene were unsuccessful, and he was pronounced dead around 3:54 p.m. by the Clinton County Coroner's Office, police said.
The identity of the man was initially withheld while next-of-kin were being notified, police said.
Criminal Trespass
LOCK HAVEN -- Woodward Township police arrested Mariah J. Engleman, 28, unknown address, on April 5, on an outstanding warrant at a residence on North Grove St., Lock Haven.
According to police, Engleman was arrested at a residence which was not her own; this stems from an incident occurring on Dec. 14, 2023 at 67 Market St., Woodard Township.
Police said Engleman has been wanted since that time; her bail is set to $500.
Arrested
LOCK HAVEN -- Woodward Township Police have arrested 32-year-old Louguens Hilaire following an incident along Woodward Avenue in the township on April 6.
According to reports, police were called to investigate a domestic assault in the area between 8:30-9:30 p.m.
The investigation showed Hilaire assaulted a 30-year-old female victim who sustained a significant laceration on her head requiring multiple stitches and treatment at the Lock Haven Hospital Emergency Room; she was also knocked unconscious, police said.
According to police, Hilaire initially fled the scene and did not call for help for the victim who was left bleeding in the residence.
Abandoned vehicle ordinance
LOCK HAVEN -- Boyd Maxon Lucas, II, 54, of Lock Haven, was charged by Woodward Township Police with violation of the Woodward Township Abandoned Vehicle Ordinance.
According to police, Lucas allowed six motor vehicles and two trailers, which were disabled and incapable of being driven on public roadways, to remain on his property after receiving a warning letter and giving him 30 days to remove the vehicles.
This is Lucas' second citation for the same violation at his property, police said.
DUI
LOCK HAVEN -- A 37 year-old Jersey Shore man was arrested for DUI by the Lock Haven Police Department.
On Feb. 20, 2024, at 12:24 a.m., the man was stopped on Paul Mack Boulevard after officers observed traffic offenses, police said.
According to police, the man was found to be under the influence of controlled substances.
Retail theft
LOCK HAVEN -- Matthew Fuller, 39, of Lock Haven, was arrested by the Lock Haven City Police for Retail Theft.
According to police, on March 9, at 8:32 a.m., Fuller took a winter hat and a pair of gloves, valued at $30.98, from Lucky 7 Travel Plaza without paying for them.
Tampering with records, theft
LOCK HAVEN -- Lock Haven City Police arrested Joanna Beck, 35, of Jersey Shore, for Tampering with Records and Theft.
Police said between March 23-26, 2024, Beck falsified two individual patient's controlled drug records at 22 Cree Drive and stole medications from patients.
