Man faces slew of child sex assault charges

Joshua Joseph Kutza, 34, of 1200 Cherry St., Montoursville, faces numerous child sex assault charges after two juveniles came forward alleging that he had inappropriate contact with them in separate incidents between 2019 and 2022, Lycoming Regional Police said in an affidavit.

Both alleged victims were 12 years old at the times of their respective alleged encounters with Kutza.

The first alleged victim told police Kutza would frequently expose himself to the minor, despite being told it made him uncomfortable.

The second string of charges stem from a childline report made by a school counselor in which a juvenile female confided that Kutza had forced her to perform a sex act on him during a summer night in 2022, court documents said.

After assaulting the juvenile, Kutza instructed her to stay quiet or he would cause problems with her family, according to court documents.

Between the two cases, Kutza has been arraigned on charges of rape of a child, statutory sexual assault, involuntary deviate sexual assault, involuntary deviate sexual intercourse, sexual assault, endangering the welfare of a child, six counts of indecent assault, four counts of aggravated indecent assault and two counts each of corruption of minors, unlawful contact with a minor and indecent exposure.

While agreeing that Kutza is entitled to bail, District Judge Denise Dieter placed several stringent restrictions on Kutza in order to maintain the safety of the alleged victims, including requiring him to wear a GPS monitor, establishing significant exclusion zones around the alleged victims and ordering that he have no contact with the alleged victims, witnesses or other minors.
