Man charged with strangling 14-year-old girl

LOCK HAVEN — A former Massachusetts man faces charges after allegedly strangling a 14-year-old girl in Lock Haven.

According to a release from the Clinton County District Attorney’s office via Crimewatch, Charles Monroe, 32, most recently of Vesper Street in Lock Haven, faces charges including strangulation, a second degree felony and simple assault of a child, a first degree misdemeanor, following an incident on Nov. 27, 2024.

Lock Haven City Police charged Monroe after they were dispatched to the scene of a possible assault on North Fairview Street in Lock Haven at approximately 3:55 p.m. that day. Responding officers observed a visibly injured 14-year-old girl with injuries to her neck, face and lips, according to the release.

Monroe is alleged to have picked the girl up off the ground by her neck before eventually throwing her down onto a bed, the release said.

During the incident, Monroe is also alleged to have put the girl’s dog in a chokehold, the release said.

Prior to arraignment, police discovered that Monroe has a significant criminal history in the state of Massachusetts including convictions for kidnapping and assault.

Monroe’s bail was set at $15,000 monetary, police said. He has since posted bail and has a preliminary hearing scheduled for Dec. 16 at 9:15 a.m.
