Howard man jailed for assault of minor

HOWARD — A Howard man was arrested after being accused of having sexual contact with a minor.

According to reports from WTAJ, Joshua Scott McCloskey, 24, is facing multiple charges, including involuntary sexual intercourse with a person less than 16 years of age, statutory sexual assault and indecent assault for incidents that took place between September 2024 and November 2025.

A criminal complaint filed by state police at Rockview stated troopers were called to a Howard Township home on Jan. 2, where the victim said there had been three incidents of various sexual contact by McCloskey.

WTAJ reported that, during a forensic interview held almost two weeks later, the victim described each incident.

The minor alleged that contact initially began Sept. 17, 2024, when McCloskey allegedly touched the outside of their shorts and told the victim that he was attracted to them, WTAJ said.

McCloskey followed the victim around a party and kept asking for a hug, and placed his hand on their thigh before kissing them, the affidavit said. The victim attempted to get away from McCloskey by hiding in a bathroom, where he cornered them and would not let them out without kissing him.

Two additional instances occurred in November 2024 and February 2025, where the victim told police that McCloskey allegedly sexually assaulted them.

The complaint notes that McCloskey was between the ages of 23 and 24 during the alleged crimes, WTAJ reported. The victim also told police he would call them “hot” and that they had a nice body.

McCloskey is currently being held in Centre County Prison with bail set at $50,000.
