Philadelphia police search persons entering courtroom in City Hall in Philadelphia on Sept. 1, 1970 as a judge heard arguments over lowering the $100,000 bail which had been set for 14 persons seized in Black Panther raids Monday. The raids, which came after a week-end of violence in Philadelphia, saw one police officer slain and seven other policemen on wounded. Those arrested included four women and ten men.
