Clinton County Conservation District offers multiple ways to help local farms

MILL HALL — The Clinton County Conservation District is reminding local farmers that there are multiple opportunities available to help improve their operations, protect natural resources and offset project costs.

Two major options that are currently available are the Resource Enhancement and Protection (REAP) Tax Credit Program and the Agricultural Conservation Assistance Program (ACAP).

REAP Tax Credit

Program

The REAP program provides Pennsylvania farmers and ag businesses with state income tax credits for implementing conservation practices that reduce nutrient and sediment pollution. Eligible projects include nutrient management systems, conservation tillage equipment, cover crops, manure storage facilities and riparian buffers.

Farmers can receive between 50 percent and 75 percent of project costs as tax credits — and in certain impaired watersheds up to 90 percent. These credits can be used on state income taxes or sold to other tax payers.

Applications for the 2025-2026 REAP program opened on Aug. 1, and will close Sept. 30. Funding is available on a first-come, first served basis.

Assistance

Program (ACAP)

ACAP provides cost-share funding and technical assistance to farmers for best management practices such as barnyard improvements, manure storage facilities, rotational grazing systems, streambank fencing and cover cropping. Funding levels vary by project, with some projects eligible for up to 90 percent cost share.

Applications for ACAP are being accepted, but all funding requests for this round must be submitted to the Clinton County Conservation District by Sept. 30.
