County passes $48M budget; No tax increase included

LOCK HAVEN — The Clinton County Board of Commissioners unanimously adopted its $48 million budget for 2026 with no tax increase this week.
The board adopted the budget without comment at its voting session on Thursday morning, beyond Commissioner Angela Harding noting there was no tax increase.
The board also set the tax rate for 2026 at 6.7 mills.
At a budget review in November, the board was given a snapshot into the budget by Ed Zack, of Susquehanna Accounting Services.
At that time, Zack said the budget for next year is $48,461,788, noting it is about $1.7 million less than 2025. This, he said, was because the majority of capital projects were done in 2024 and 2025.
He noted Children and Youth Services saw an increase of $1.3 million due to group home expenses.
Overall, the General Fund makes up 28 percent of the budget; Children and Youth Services makes up 14.7 percent; the Clinton County Correctional Facility — which makes up about 7.9 percent of the General Fund Budget — is about 16 percent of the overall budget; and about 44 percent of the budget is for wages and benefits.
Zack said there was a slight increase in wages of about 2.3 percent. Accounting for overtime and on call hours, the total increase was 3.8 percent.
On the benefits side, he said there was an increase of 5.31 percent.
Revenue, which he said is mostly generated through taxes, is about 30 percent of the budget, with grants making up 21 percent.
Tax assessed values for 2026 will only see one-half of a percentage increase, he noted.
His final comment regarded energy.
“I’m sure everyone in the county realizes this, our utility budget went up 21 percent because of electric bills,” he said.
In other business, the commissioners:
— Approved an ordinance adopting the Articles of Agreement between and among the government of the Northcentral Regional ATV Trail Network Council of Governments and joining said council.
— Adopted a resolution authorizing the issuance of a tax and revenue anticipation not in the maximum principal amount of $3,250,000.
— Approved an application for county adult probation Grant-In-Aid (State GIA) with the Pa. Commission on Crime and Delinquency (PCCD) effective July 1, 2025 through June 30, 2026, for a grant of $55,164.
— Approved an application for the 2025-2026 Intermediate Punishment Treatment Grant from the PCCD for $115,000 to fund probation salaries and electronic monitoring expenses.
— Approved a lease agreement between the county and GOVAI EM Solutions, LLC for electronic monitoring equipment for the probation department, effective Jan. 1, 2026.
— Approved a contract between the county and the following attorneys for legal services for Children and Youth Services and Juvenile Probation, at a rate of $100 per hour, effective Dec. 4, 2025, through June 30, 2026: Trisha Hoover, Justin Miller, Stephanie Cooper, Carolyn Larrabee, Tiffany Kase, Frederick Patrick Santucci and Rocco Rosamilia.
— Approved the following renewal proposals from NRG Controls North, Inc., for providing HVAC preventative maintenance services for county buildings under the following terms: Courthouse/Garden Building, $5,120 (2026, 2027) and $5,270 (2028); correctional facility, $5,250 (2026, 2027) and $5,400 (2028); Magisterial District Judge Offices 1, 2 and 3 and Department of Emergency Services building, $3,500 (2026, 2027) and $3,600 (2028); and Piper Building, $5,250 (2026, 2027) and $5,400 (2028).
— Approved a year four amendment to the Clinton County Correctional Facility agreement for comprehensive health services with Primecare Medical, Inc. with a 3.9 percent contract increase to $1,606,262.55 annually, effective Jan. 1, 2026.
