WILLIAMSPORT — While in the 100 block of Maynard Street on the night of July 6, Thomas Baldwin Gibson, 23, of Gibrock Lane, Jersey Shore, blocked another man’s vehicle with his own, jumped on the hood of the man’s car and pointed a handgun at him before getting down and fleeing in his Subaru Forester, Williamsport City Police alleged in an affidavit.
